Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before September 10, 2016, you must have:

For Number 26-201:

Either 1. eight years of experience in one or more of the following:

Or 2. an associate’s degree and seven years of the qualifying experience;

Or 3. a bachelor’s degree and five years of the qualifying experience;

Or 4. a master’s degree or Juris Doctorate and three years of the qualifying experience.

The qualifying experience must include one year of supervision of both projects and individuals.

For Number 26-203:

Either 1. nine years of experience in one or more of the following:

Or 2. a bachelor’s degree and seven years of the qualifying experience;

Or 3. a master’s degree or Juris Doctorate and five years of the qualifying experience.

The qualifying experience must include two years of supervision of both projects and individuals.

The following activities are examples of qualifying and non-qualifying experience:

*Tests/inspections of meters/electric metering and submetering:

Qualifying experience: utility meter repair or refurbishment; calibration and/or operation of engineering test standards; calibration or operation of other types of engineering measurement instruments, e.g., micrometers, veneer calipers, etc.; or duties that require application of engineering standards promulgated by American National Standards Institute (ANSI) or other comparable standards body.

Non-qualifying experience: meter reading; meter data processing, e.g., data validation, editing or estimation; or meter installation/removal (unless accompanied by other duties as above).

**Consumer education:

Qualifying experience: developing content for utility-related outreach materials such as brochures, factsheets, web pages, newsletters, or presentations; review and analysis of public education programs developed by utility or energy companies; or communication with community leaders and stakeholders for utility projects such as transmission lines or energy safety programs.

Non-qualifying experience: preparing an advertising/marketing campaign designed to sell utility products e.g., energy efficient light bulbs; or soliciting customers for energy service companies (ESCOs) through door-to-door or telephone sales.

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2/CKT.
  2. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.
  5. Background Investigation: Because of the nature of the positions there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.

These positions exist in the Department of Public Service. There are two (2) vacancies in Plainview, one (1) vacancy in New York and one (1) vacancy in Albany for Utility Consumer Assistance Specialist 4. There are no vacancies for Utility Consumer Assistance Specialist 5.

Duties

A Utility Consumer Assistance Specialist 4, directs and supervises Office of Consumer Services program areas including: upstate and downstate office activities in the Consumer Assistance Call Center, Complaint Analysis/Expedited Resolution Units and the Informal Hearing and Appeals Units; investigates, identifies trends, researches and proposes actions on issues related to inquiries and complaints received; monitors enforcement of Public Service Law, Rules and Regulations under 16NYCRR, tariff provisions and Public Service Commission policies and orders; and directs the technical and analytical functions related to the Call Center and Complaint tracking operations in the Office.

A Utility Consumer Assistance Specialist 5, reports to the Chief of Utility Consumer Programs, the Chief of Utility Programs or directly to the Director of the Office of Consumer Services; directs and coordinates the activities of several program areas in both the upstate and downstate offices; develops policies and programs which relate to the mediation and resolution of complaints and the enforcement of laws, rules and regulations involving regulated and competitive energy, telecommunications, cable television and water service.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Analyzing information in text, data, images, or symbols - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images, or symbols. Analysis may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; and suggesting or evaluating possible conclusions. 2. Logical reasoning - These questions test for the ability to reason logically by interpreting statements in an accurate and reasonable manner; identifying the logical relationships between related statements; determining the conclusions that can correctly be drawn as a result of information presented; distinguishing between relevant and irrelevant information; and applying principles of logic to information provided. 3. Effectively interacting with agency staff and members of the public - These questions test candidates’ knowledge of techniques used to interact effectively with a variety of individuals and groups, to provide information about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. 4. Writing skills for managers - These questions test for the writing skills that managers use in composing their own reports and correspondence as well as in reviewing documents produced by others. Both sentence skills and paragraph skills are addressed. The specific points tested include grammar, usage, punctuation, sentence structure, appropriate and correct content, editing, and organizing sentences into well-constructed paragraphs. 5. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 6. Administrative principles for managers - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading organizational units; as well as the delegation of authority and responsibility. Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Multiple Examinations Scheduled for the Same Day
