Minimum Qualifications

On or before March 18, 2017, you must have:

Either 1. a bachelor���s degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND THREE YEARS of professional experience developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs;

Or 2. an associate���s degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND FIVE YEARS of professional experience developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs.

Substitution: A master���s degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism can substitute for one year of experience.

Notes

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2KXM.
  2. If you expect to meet the educational requirements by June 30, 2017, you can be admitted to the written test but you cannot be considered for appointment until you submit proof of successful completion of the educational requirements to the New York State Department of Environmental Conservation.
  3. A promotion examination is also being held for this position. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  4. Although a promotion examination is being held, it is expected that appointments will be made as the result of this examination open to the public.
  5. These positions require travel. At the time of appointment you will be required to possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
  6. These positions require participation in public information meetings that may be held in the evenings or on weekends.
  7. Qualifying part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  8. New York State residence is not required.

Duties

As a Citizen Participation Specialist 2, you would, under the supervision of a Citizen Participation Specialist 3, analyze Department of Environmental Conservation programs and proposed actions, identify the key issues, communicate proposed programs and actions to the public, and develop the ways and means to solicit the attitudes and concerns of the public in order to facilitate effective decision making by program managers. You would provide non-engineering technical assistance and information to consultants, public officials, and the regulated community in developing and implementing non-engineering aspects of regulatory, non-regulatory, and remedial programs related to solid and hazardous materials, site remediation, water resources, construction management, air resources, or pollution prevention. Other duties may include acting as spokesperson for an agency or administrator, preparing public relations materials, working with consultants, and acting as a contact person or coordinator among various agencies, interest groups, and the public. You would assist in the development, coordination and implementation of media strategies, programs, and events.

You would, in addition to the duties described above, develop and implement public participation and community outreach programs; provide guidance and oversight to staff in the development of communication projects in support of regional or statewide public participation projects; prepare for and lead public meetings and other events by making site arrangements, preparing agendas, publicizing the event, and facilitating question and answer sessions with the public; write fact sheets for DEC divisions regarding project updates and progress; assist in citizen participation training; and may supervise Citizen Participation Specialists 1.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Identifying and resolving citizen participation issues in public decision making - These questions pertain to hypothetical situations that will be described in the test. The questions will test for a working knowledge of the principles and strategies used in conducting public participation programs such as soliciting public opinion, forming advisory groups, conducting public meetings, expressing sensitivity to citizens' concerns, working toward common understanding or consensus, and determining appropriate courses of action. Other topics may include acting as spokesperson for an agency or administrator, preparing public relations materials, working with consultants, and acting as a contact person or coordinator among various agencies, interest groups, the media and the public.
  2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  3. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  4. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Multiple Examinations Scheduled for the Same Day

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
