Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before March 18, 2017, you must have:

Either 1. five years of qualifying experience;*

Or 2. graduation from high school (or possession of a high school equivalency diploma issued by a recognized educational authority or a USAFI GED diploma ��� high school level) AND two years of qualifying experience;*

Or 3. graduation from a high school technical education program in technical aeronautics, technical architectural drafting and building construction, technical chemistry, industrial chemistry, technical electricity/electronics, technical mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems, or computer circuitry, AND one year of qualifying experience;*

Or 4. 60 college semester credit hours, including 24 college semester credit hours** in any combination of the following courses: engineering; public health; environmental and/or engineering technology; environmental science; drafting; computer science; mathematics; and/or land surveying. YOU MUST SUBMIT A LIST OF QUALIFYING COURSES WITH YOUR APPLICATION. Include the course title, number of semester credit hours per course, name of college or university, and date (or expected date) of completion. Applications submitted without a list of relevant courses will be disapproved;

Or 5. an associate���s degree in engineering technology.

*For the purposes of this examination, "Qualifying Experience" is defined as: engineering technician work in aeronautical, chemical, civil, electrical, environmental, mechanical, or sanitary engineering technology; environmental technology; or as a surveyor or a drafter.

**Courses in the social sciences or public health policy do NOT meet the specialized credit hour requirements for these examinations.

1. Your degree, college credit, or high school diploma or equivalency diploma must have been awarded by a regionally accredited college, university, high school, or educational institution or one recognized by the NYS Education Department as following acceptable educational practices. If your degree, college credit, or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S2-KXM.
2. A promotion examination is also being held for this position. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
3. Although a promotion examination is being held, it is expected that appointments will be made as the result of this examination open to the public.
4. If you expect to meet the educational requirements by June 30, 2017, you can be admitted to the written test but you cannot be considered for appointment until you submit proof of successful completion of the educational requirements to the appointing authority.
5. You must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter or otherwise demonstrate your ability to meet the transportation needs of the job.
6. The New York State Department of Environmental Conservation (DEC) conducts a Medical Monitoring Program for employees safety purposes in which you may be required to participate. The Medical Monitoring Program is an OSHA requirement for employees exposed to toxic or hazardous substances and it is critical part of DEC���s Employee Health and Safety program. The Medical Monitoring Program includes a baseline physical examination with periodic follow-up physical exams. The Department of Health does not require participation in this Program for their Environmental Engineering Technician 2 employees.
7. Qualifying part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
8. New York State residence is not required.

Duties

As an Environmental Engineering Technician 2, you would perform engineering technician work related to a specific area: solid and hazardous waste/substances, air pollution, stack testing, water quality, water quantity, flood control, spill response, bulk storage, or construction and design. For example, you might participate in surveys; sampling and analysis of surface and ground waters; install, operate, and maintain electronic and other equipment used to monitor air and water contaminants; use computers to tabulate data and prepare plans, charts, graphs, and sketches depicting information obtained; assist engineers in the review of technical documents for completeness and conformance to requirements; prepare routine correspondence, estimates, contracts and reports; maintain and manipulate computer program files; assist in the clean-up of petroleum and hazardous chemical spills; assist in the inspection of facilities; communicate orally or in writing with the public to obtain or provide information; assist contractors with issues of compliance; and under general directions, inspect construction projects or project components to ensure contractor���s conformance with contract specifications.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

1. Mathematics, including algebra, geometry, and trigonometry - These questions test for the ability to read, analyze, and solve technician-level written problems involving addition, subtraction, multiplication, division, algebraic equations, geometric concepts and figures, and basic trigonometric functions.
2. Collection, analysis, and interpretation of data - These questions test for knowledge of the methods and techniques used to gather, evaluate, organize, and interpret various types of technical data, and the fundamental concepts and computations involved in basic statistical analysis.
3. Understanding and interpreting technical instructions, dimensional drawings, mechanical equipment plans, and construction documents - These questions test for the ability to read, understand, and interpret various forms of technical information, including charts and tables, construction specifications and plans, pollution control equipment diagrams, and environmental regulations. All the information needed to answer the questions will be provided in the written material, drawings, and plans.
4. Environmental management, construction, and sampling in air, water, solid and hazardous waste, flood control, and spill response - These questions test for knowledge of environmental management principles and practices, including such areas as air, water, solid and hazardous waste sampling and analysis; sources, effects, movement, and measurement of pollutants; hazardous waste identification and remediation; and proper solid waste disposal, water supply, and wastewater treatment procedures.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
