Minimum Qualifications

*You must include, with your application, a transcript or a list of qualifying courses showing the name of the course, the number of semester credit hours, dates of completion, the college or university attended, and whether the course is at the graduate or undergraduate level.

**Experience limited to Computer Aided Design (CAD) use or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered as appropriate experience.

Substitution: A master���s degree in cartography, photogrammetry, surveying, or GIS, that includes at least 12 graduate credits in cartography, LiDAR, and/or photogrammetry, can be substituted for the educational requirement and for up to one year of the required experience.

If you expect to meet the educational requirements by January 31, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by January 31, 2018 may result in your removal from the eligible list.

No late applications will be accepted after the filing deadline has passed.

Notes

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2LJT.
  2. A promotion examination is also being held for Mapping Technologist 2. If you are eligible for appointment from the promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. You may file for these examinations by completing one NYS-APP application form or by applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
  4. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  5. New York State residence is not required.
  6. Non-credit courses that are formally listed courses at an acceptable college or university may be accepted as substitution for the required credited course work. If you are requesting substitution of non-credit courses, you must include a formal course description in sufficient detail to demonstrate that the course is equivalent to a credit course in the same subject. Formal training in cartography, photogrammetry, or LiDAR received in the military may be counted as work experience, not as a substitute for college studies.
  7. At the Department of Transportation, your responsibilities may include serving a role within the Incident Command System to support the Department���s response to regional and statewide emergency situations.

The Positions

Mapping Technologist 1 positions exist in the New York State Department of Transportation, Office of Information Technology, Department of Environmental Conservation, and the Department of Public Service; Mapping Technologist 2 positions exist in the New York State Department of Transportation and the Office of Information Technology.

Duties

As a Mapping Technologist 1, you would assist higher-level technologists and perform complex mapping duties in the development and maintenance of Geographic Information Systems (GIS); use digital photogrammetric workstations for the compilation or management of mapping projects, digital terrain models (DTM) and orthoimagery following standard specification and procedures; perform contract vendor mapping checks, aerotriangulation measurement and adjustments, and special LiDAR mapping or modeling; review and edit digital maps and DTM files compiled by in-house staff or contract vendors, following standard specifications and procedures; perform special tasks and assignments which may include contract vendor mapping checks and DTM quality and accuracy analysis; carry out or assist in the acquisition, inspection and evaluation of aerial photography, LiDAR and stereocompilation services, including coordination with design staff, and the preparation of written correspondence and specifications; and monitor project schedules and technical requirements.

As a Mapping Technologist 2, you would supervise or manage the compilation of more complex mapping projects, digital terrain models (DTM), and orthoimagery, using digital photogrammetric workstations; perform quality control and quality assurance activities for photogrammetric and LiDAR mapping and registration, DTM data and orthoimagery compiled by in-house staff and contract vendors; edit contract vendor mapping and DTM accuracy analysis, and vendor DTM processing and development of production procedures; archive project files; develop quality assurance and quality control procedures and liaison with survey and engineering staff; perform aerotriangulation and LiDAR registration functions, including control layout, selection and aerotriangulation point measurement; monitor projects based error analysis of aerotriangulation and LiDAR data; support the acquisition of aerial photography, LiDAR and sterocompilation services, in coordination with design staff; publish technical requirements and specifications; and coordinate bid/purchase documents. Also, you may be responsible for the training of technicians and the development of training documents.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Principles and applications of aerial photography and other remotely-sensed imagery - These questions test for knowledge of the concepts, methods, practices and computations used to create and apply aerial imagery products, and may include such typical areas as creating image products using digital methods including project planning, image collection, digital conversion, control processing, orthoimage correction, LiDAR, final formatting and the use of aerial imagery to interpret, compile and transfer information into databases and maps. 2. Principles and practices of Geographic Information Systems (GIS) - These questions test for knowledge of the concepts, methods, procedures, and computations used when developing, creating, revising, and producing maps and site plans, and may include GIS design features, database construction, interactive editing and labeling, and utilizing GIS systems, web technology, and mapping software based on field, aerial photographic, and global positioning system information. 3. Principles of cartography, photogrammetry, map projections, coordinate systems, aerotriangulation, and control surveys as related to map design - These questions test for knowledge of the concepts, terminology, and computations involved in map development, and may include photogrammetric techniques, mapping projection systems, map design standards, scales, and working with survey, cartographic, and photogrammetric information. 4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. X X
5. Principles and practices of project planning, map databases, map design and map displays - These questions test for knowledge of the concepts, methods and procedures involved in project planning and coordination, and in the development of mapping and GIS databases and their use for rendering, producing and reproducing various map displays, including printed maps, reports, computer displays, electronic presentations and other media, using appropriate cartographic and graphic design principles.   X

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
