Minimum Qualifications

*You must include with your application, a transcript or a list of qualifying courses showing the name of the course, the number of semester credit hours, dates of completion, the college or university attended, and whether the course is at the graduate or undergraduate level.

**Experience limited to Computer Aided Design (CAD) use or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered as appropriate experience.

Substitution: A master???s degree in cartography, LiDAR, photogrammetry, surveying, or GIS, that includes at least 12 graduate credits in cartography and/or photogrammetry, can be substituted for the educational requirement and up to one year of the required experience.

If you expect to meet the educational requirements by January 31, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by January 31, 2018 may result in your removal from the eligible list.

Notes

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2LJT.
  2. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. You may file for these examinations by completing one NYS-APP application form or by applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
  4. Non-credit courses that are formally listed courses at an acceptable college or university may be accepted as substitution for the required credited course work. If you are requesting substitution of non-credit courses, you must include a formal course description in sufficient detail to demonstrate that the course is equivalent to a credit course in the same subject. Formal training in cartography, LiDAR or photogrammetry received in the military may be counted as work experience, not as a substitute for college studies.
  5. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  6. New York State residence is not required.
  7. At the Department of Transportation, your responsibilities may include serving a role within the Incident Command System to support the Department???s response to regional and statewide emergency situations.

Mapping Technologist 3 positions exist in the New York State Department of Transportation, Office of Information Technology, Adirondack Park Agency and the New York State Thruway Authority; Mapping Technologist 4 positions exist in the New York State Department of Transportation.

Duties

Under the general direction of a Mapping Technologist 4 or Chief Mapping Technologist, a Mapping Technologist 3 supervises and directs the activities of lower level mapping technologists and technicians; establishes photogrammetric policies, standards and survey requirements; manages research and development activities; coordinates mapping activities with other organizational groups of technicians and professionals; provides advice and assistance on photogrammetric and LiDAR mapping; manages specialized photogrammetric instruments and equipment; and is responsible for the quality of the agency???s photogrammetric mapping.

Under the direction of the Chief Mapping Technologist or higher level management a Mapping Technologist 4 assists in the planning, development, implementation, and evaluation of mapping policies and procedures; manages several units that may be responsible for the compilation of mapping, digital terrain models (DTM), and analytical aerotriangulation; reviews and edits digital photogrammetric map and DTM files; contracts for the acquisition of aerial photography and stereo compilation services; directs the activities of other mapping technologists; coordinates projects and data among multiple sections; manages research and development activities; coordinates mapping activities with other Main Office and Regional groups; represents the department on external matters; manages the section???s specialized photogrammetric instruments and mapping equipment; establishes photogrammetric survey requirements; and manages IT integration.

Subject of Examination

1. Principles and applications of aerial photography and other remotely-sensed imagery - These questions test for knowledge of the concepts, methods, practices and computations used to create and apply aerial imagery products, and may include such typical areas as creating image products using digital methods including project planning, image collection, digital conversion, control processing, orthoimage correction, LiDAR, final formatting and the use of aerial imagery to interpret, compile and transfer information into databases and maps. 2. Principles and practices of project planning, map databases, map design and map displays - These questions test for knowledge of the concepts, methods and procedures involved in project planning and coordination, and in the development of mapping and GIS databases and their use for rendering, producing and reproducing various map displays, including printed maps, reports, computer displays, electronic presentations and other media, using appropriate cartographic and graphic design principles. 3. Program planning and project management - These questions test for knowledge of the principles, practices, terminology and computations used in the development, scheduling and oversight of mapping-related and similar programs, projects and contractual agreements. X X
4. Principles and practices of Geographic Information Systems (GIS) - These questions test for knowledge of the concepts, methods, procedures, and computations used when developing, creating, revising, and producing maps and site plans, and may include GIS design features, database construction, interactive editing and labeling, and utilizing GIS systems, web technology, and mapping software based on field, aerial photographic, and global positioning system information. 5. Principles of cartography, photogrammetry, map projections, coordinate systems, aerotriangulation, and control surveys as related to map design - These questions test for knowledge of the concepts, terminology, and computations involved in map development, and may include photogrammetric techniques, mapping projection systems, map design standards, scales, and working with survey, cartographic, and photogrammetric information. 6. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 7. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.   X

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
