The salaries noted above include a statewide $11,000 geographic pay differential as provided under Section 130.7 of the Civil Service Law.†

Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before September 9, 2017, you must have a license and current registration to practice pharmacy in New York State AND you must have:

For No. 26-294:

Either 1. four years of professional post-licensure experience as a Pharmacist, one year of which must have been in a supervisory capacity in a pharmacy related setting;

Or 2. three years of professional post-licensure experience as a Pharmacist, one year of which must have been in a supervisory capacity in a pharmacy related setting AND a master���s or higher degree in pharmacy, health administration, health care administration, health services administration, health policy and management, public health, community health, health education, public administration, or business administration in health care.†

For No. 26-340 & 26-341:

Either 1. four years of professional post-licensure experience in pharmacy-related practices,* one year of which must have been in a supervisory capacity in a pharmacy related setting;

Or 2. three years of professional post-licensure experience in pharmacy-related practices,* one year of which must have been in a supervisory capacity in a pharmacy related setting AND a master���s or higher degree in pharmacy, health administration, health care administration, health services administration, health policy and management, public health, community health, health education, public administration, or business administration in health care.†

For No. 26-295:

Either 1. five years of professional post-licensure experience as a Pharmacist, two years of which must have been in a supervisory capacity in a pharmacy related setting;

Or 2. four years of professional post-licensure experience as a Pharmacist, two years of which must have been in a supervisory capacity in a pharmacy related setting AND a master���s or higher degree in pharmacy, health administration, health care administration, health services administration, health policy and management, public health, community health, health education, public administration, or business administration in health care.†

*Qualifying experience includes practice in a hospital pharmacy, community pharmacy, institution, or other health care setting and/or practice as a pharmacy consultant for a state agency. Non-qualifying experience includes pre-licensure employment or employment that did not require licensure and registration as a pharmacist.

Notes

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S1KAC.
  2. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
  4. You may file for these examinations by completing one NYS-APP application form or applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
  5. Travel Requirements: Appointment to certain positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.
  6. Continued employment as a Pharmacy Supervisor, Pharmacy Supervisor (Health), Pharmacy Supervisor (Practice & Registration) and Pharmacy Manager is dependent upon maintenance of a permanent license and registration to practice pharmacy in New York State. Loss of license and registration will result in removal from employment.
  7. Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.
  8. Background Investigation/Justice Center Review: The names of all prospective employees will be:
    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
    and may be:
    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.
    You will be responsible for payment of all required fees.
  9. Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally-assisted program), you may be terminated from your employment.
  10. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  11. New York State residence is not required.

The Positions

These positions exist in New York State agencies as follows: Pharmacy Supervisor exists statewide at the New York State Office of Mental Health, the Department of Corrections and Community Supervision, and the Office for People with Developmental Disabilities; the Pharmacy Supervisor Health exists at the New York State Department of Health in Albany; the Pharmacy Supervisor (Practice and Registration) has one position at the New York State Department of Education, Albany; and the Pharmacy Manager position exists statewide at the New York State Office of Mental Health and the Department of Corrections and Community Supervision.

Duties

As a Pharmacy Supervisor, you are responsible for the supervision, training, and development of facility pharmacists and maintenance of pharmacy services and operations at a state operated pharmacy. You may be responsible for maintaining any or all of the following types of services: quality assurance programs, drug distribution systems, computerized pharmaceutical programs, drug information systems, patient education and counseling, participation in treatment plan reviews, and monitoring drug regimens. Pharmacy Supervisors may also be responsible for procurement, inventory, storage, and distribution of drugs. Incumbents develop, recommend, and implement pharmacy policies and procedures and ensure compliance with New York State and federal laws, rules, and regulations. You may assist a Pharmacy Manager in other pharmacy related tasks as directed.

As a Pharmacy Supervisor (Health), you are responsible for managing a pharmacy program or unit; supervising Pharmacy Consultants; developing and implementing pharmacy policies and procedures; ensuring compliance with related State and federal laws, rules, and regulations; and responding to inquiries and complaints.

As a Pharmacy Supervisor (Practice & Registration), you are responsible for the registration of pharmacies, wholesalers and manufacturers of pharmaceutical drugs in New York State. The incumbent coordinates the State���s pharmacy practical licensing examination to license and register new pharmacists; responds to complaints and inquiries concerning pharmaceuticals and related laws, practices and registrations; and assists the Executive Secretary to the State Board of Pharmacy as directed.

As a Pharmacy Manager, you are responsible for pharmacy operations at a large state operated facility, including the planning, monitoring and administration of clinical, administrative, and distributive pharmaceutical services. Incumbents develop, recommend, and implement pharmacy policies and procedures; ensure pharmacy compliance with New York State and federal laws, rules, and regulations; participate in interdisciplinary committees and teams to advance patient care; and provide guidance, direction, and training to pharmacy staff. You may be responsible for development and maintenance of the pharmacy budget and preparing the pharmacy department for survey and accreditation readiness.

Subject of Examination

1. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 2. Analyzing and evaluating information - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images or symbols. Analysis may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; suggesting or evaluating possible conclusions; and applying logical principles to information provided. 3. Effectively interacting with others - These questions test candidates' knowledge of techniques used to interact effectively with a variety of individuals, to provide information about topics of concern, to publicize or clarify agency programs or policies, and to negotiate conflicts or resolve complaints. 4. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of correct grammar, usage, punctuation, and sentence structure. 5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
