Minimum Qualifications

On or before October 14, 2017, you must have:

For No. 26-385:

Either 1. a bachelor���s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;

Or 2. a bachelor���s or higher level degree in any field AND five years of experience in computer related areas as described in #1 above;

Or 3. an associate���s degree* with 15 semester credit hours in a computer science field AND six years of experience in computer related areas as described in #1 above;

Or 4. seven years of experience in computer related areas as described in #1 above.

For No. 26-386:

Either 1. a bachelor���s or higher level degree in any field including or supplemented by 15 semester credit hours in networking and/or telecommunications AND four years of experience in networking and/or telecommunications, including one year of supervisory experience;

Or 2. a bachelor���s or higher level degree in any field AND five years of experience in networking and/or telecommunications, including one year of supervisory experience;

Or 3. an associate���s degree* with 15 semester credit hours in networking and/or telecommunications AND six years of experience in networking and/or telecommunications, including one year of supervisory experience;

Or 4. seven years of experience in networking and/or telecommunications, including one year of supervisory experience.

To qualify for No. 26-386, the networking and/or telecommunications experience must have involved the design, analysis, capacity planning, monitoring, performance evaluation, and/or tuning of a data communications/telecommunications network.

For No. 26-387:

Either 1. a bachelor���s or higher level degree in any field including or supplemented by 15 semester credit hours in programming languages AND four years of experience in database programming or administration, including one year of supervisory experience;

Or 2. a bachelor���s or higher level degree in any field AND five years of experience in database programming or administration, including one year of supervisory experience;

Or 3. an associate���s degree* with 15 semester credit hours in programming languages AND six years of experience, including one year of supervisory experience, in database programming or administration;

Or 4. seven years of experience in database programming or administration, including one year of supervisory experience.

To qualify for No. 26-387, the database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.

For No. 26-388:

Either 1. a bachelor���s or higher level degree in any field including or supplemented by 15 semester credit hours in programming languages AND four years of experience in computer systems programming, including one year of supervisory experience;

Or 2. a bachelor���s or higher level degree in any field AND five years of experience in computer systems programming, including one year of supervisory experience;

Or 3. an associate���s degree* with 15 semester credit hours in programming languages AND six years of experience in computer systems programming, including one year of supervisory experience;

Or 4. seven years of experience in computer systems programming, including one year of supervisory experience.

To qualify for No. 26-388, the computer systems programming experience must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization���s information technology architecture and business needs. This could be a mainframe or network based server environment where the server supports databases, data communications, web sites, applications servers, etc. The primary distinctive characteristic of computer systems programming when compared to applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware (e.g., operating systems, disk defragmenter) and requires a greater degree of hardware awareness. Applications programming experience does not qualify for this examination.

For No. 26-414:

Either 1. a bachelor���s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computed related areas, including one year of supervisory experience: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;

Or 2. a bachelor���s or higher level degree in any field AND five years of experience in computer related areas, as described in #1 above, including one year of supervisory experience;

Or 3. an associate���s degree* with 15 semester credit hours in a computer science field AND six years of experience in computer related areas as described in #1 above, including one year supervisory experience;

Or 4. seven years of experience in computer related areas described in #1 above, including one year of supervisory experience.

Definition: For the purposes of this examination, Supervisory Experience is defined as the responsibility for assigning work and overseeing subordinate staff or project(s) in an Information Technology (IT) environment.

*Candidates who have completed at least 60 college semester hours in a bachelor���s degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #3.

If you expect to meet the educational requirements by June 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2018, may result in your removal from the eligible list.

Notes

  1. One $45 non-refundable processing fee is required per application submission. You must select the individual examination(s) you are interested in during the application process. For example, you may apply for both examinations listed and pay one $45 fee if processed during one online transaction. If you submit one online application for one examination listed, and subsequently apply for the additional examination, another $45 non-refundable processing fee will be required.
  2. You will not be scored for any examination for which you did not apply.
  3. Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.   4. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  5. You may file for these examinations by completing one NYS-APP application form or applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
  6. If you meet the Minimum Qualifications for No. 26-385 Manager Information Technology Services 1, you may also be interested in competing in No. 26-386 Manager Information Technology Services 1 (Data Communications), No. 26-387 Manager Information Technology Services 1 (Database), or No. 26-388 Manager Information Technology Services 1 (Systems Programming), for which written tests are also being held on October 14, 2017.   7. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.

SELECTIVE CERTIFICATION: Approved applicants will have an opportunity to complete one online education and experience questionnaire that will be used for all titles on this announcement. Information provided on the questionnaire is subject to verification and may be used to qualify candidates for positions requiring specific education and experience beyond the minimum qualifications. Prior to the date of the written test, approved applicants will receive information pertaining to the questionnaire via email. It is very important that you provide an up-to-date email address on your application as you will receive important communication via email, including any potential opportunities to update the online education and experience questionnaire. All approved candidates are encouraged to complete the questionnaire to maximize opportunities for appointment; only candidates who complete the questionnaire and receive a passing score on the written examination will be considered for positions being filled through the use of selective certification. This questionnaire will NOT be scored and must be completed within the required time period. Final scores for these examinations are based only on the written test. Names of candidates who pass the examination, but do not complete this questionnaire, will appear on the general eligible list only.

CERTIFICATION OF ELIGIBLE LISTS: When filling vacancies, agencies will have two options. One option is to request a general certification of the eligible list which will include all candidates, by score in the order of certification: (1) within promotion units, (2) within entire Departments, or (3) to other Departments. Or, if it is determined that specific education and experience, beyond the minimum qualifications, are required for a position, agencies have the option to request a selective certification of the eligible list (see above). The selective certification will filter the results of the written test based on the responses to the online questionnaire. The selective certification will contain only the names of candidates who meet the specialized requirements, ranked by score, in the same order of certification described above. Final scores are based on the results of the written test only.

Duties

As a Manager Information Technology Services 1, you would plan, direct, and coordinate systems analysis, design, application program development, maintenance, implementation, and quality assurance activities.

As a Manager Information Technology Services 1 (Data Communications), you would plan, direct, and coordinate data communications activities including network design, analysis, capacity planning, installation, monitoring, and maintenance.

As a Manager Information Technology Services 1 (Database), you would plan, direct, and coordinate database design, development, installation, and maintenance activities.

As a Manager Information Technology Services 1 (Systems Programming), you would plan, direct, and coordinate systems programming activities including the design, development, acquisition, modification, installation, and maintenance of system software.

As a Manager Information Technology Services 1 (Technical), you would plan, direct, and coordinate activities in any combination of two or more of the Information Resource Management (IRM) technical specialties. The specialties include database, data communications, operations, and systems programming.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Administration - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning, including succession planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.
  2. Project management fundamentals - These questions test for knowledge of the techniques and concepts of project management. They may cover terminology and concepts; project scheduling and control techniques (e.g., CPM); creating and evaluating bids; monitoring project progress; controlling a project timeline; and evaluating the project.
  3. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  4. Systems Analysis - These questions test for techniques and concepts of computer systems analysis. They cover such subjects as feasibility and applications studies, systems development tools and software, the systems life cycle, types of systems (e.g., client/server, Web-based), controls, and systems documentation, testing, and implementation.
  5. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
  6. Writing skills for managers - These questions test for the writing skills that managers use in composing their own reports and correspondence as well as in reviewing documents produced by others. Both sentence skills and paragraph skills are addressed. The specific points tested include grammar, usage, punctuation, sentence structure, appropriate and correct content, editing, and organizing sentences into well-constructed paragraphs.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
