Minimum Qualifications

On or before June 9, 2018, you must have:

Either 1.
a master���s or higher degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology
AND
one year of full-time qualifying experience;**
Or 2. a bachelor���s degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology
AND
two years of full-time qualifying experience;**
Or 3. an associate���s degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology
AND
four years of full-time qualifying experience;**
Or 4. six years of full-time qualifying experience.**

**Qualifying Experience: Experience in two or more of the following activities: administering, monitoring, or evaluating*** human services programs for economically or socially disadvantaged individuals and families in such areas as health, nutrition, housing, economic development or education.

***For the purposes of this examination, administering, monitoring, or evaluating human services programs is defined as having responsibility for directing, organizing, AND controlling the program and/or supervising the professional staff who directly implement the program.

NON-QUALIFYING EXPERIENCE: Experience providing direct care to individuals, case work, child protective services or support, determining eligibility benefits for public assistance, social work, counseling, community service worker/liaison, fraud investigator, family support advocate, nurse, teacher, youth aide, psychologist, and welfare or Medicaid examiner/coordinator are NOT considered qualifying experience. This list is not all inclusive.

If you expect to meet the educational requirements by September 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2018 may result in your removal from the eligible list.

Notes

  1. It is essential that you describe your education and experience as completely as possible on your on-line or paper application form.   2. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2SER.
  3. As these positions involve substantial travel, you must possess a valid New York State driver���s license and have access to a motor vehicle or otherwise demonstrate your capacity to meet the transportation needs of the job. This requirement must be met at the time of appointment and continuously thereafter. Travel expenses will be reimbursed on a fixed schedule.
  4. Qualifying part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  5. New York State residence is not required.

These positions exist in the New York State Department of State. Currently these positions are located in Albany, Buffalo, Syracuse, and Watertown.

Duties

As a Community Services Program Analyst 1, you will perform field monitoring and provide training and technical assistance to agencies receiving Community Services Block Grant funds, including developing agency monitoring plans; performing on site visits to assess agency performance and compliance with statutes, regulations, policies and procedures, and provide technical assistance to address identified barriers to program success; reviewing funding applications, contracts, amendments, reports and other documents; representing the Department of State at agency functions; and preparing various narrative and statistical reports that substantiate observations, findings and recommendations. The Community Services Program Analyst 1 is required to travel regularly to agencies in different counties, including attendance to board and other evening meetings. When assigned to the central office, an incumbent assists with various support activities for the Division in the following areas: data collection and analysis, reporting and analysis, development of the Division���s federal and state reports, and various other administrative activities, manuals preparation, policy and legislative reviews, and public information.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
  2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  3. Program planning and evaluation - These questions test for a knowledge of basic concepts and techniques in such areas as the planning function, factors involved in implementing new procedures or programs, and evaluating their results and effectiveness. The questions are conceptual in approach and fundamental in level; they do not involve the manipulation of data nor the application of quantitative methods.
  4. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
  5. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. All tests will be held at the state examination center.
