Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.
Minimum Qualifications
On or before January 6, 2018, you must have:
Either 1. a bachelor's degree; AND at least one (1) year of full-time experience in a residential facility for court-adjudicated youth, a community multi-services office (CMSO), a community-based program for youth, a county, or local government agency that works with vulnerable populations, or in a designated quality assurance program; AND at least two (2) years of full-time quality assurance* experience in a residential facility for court-adjudicated youth, or in an agency or program responsible for providing services to a vulnerable population;
Or 2. a master's or higher degree; AND at least two (2) years of full-time quality assurance* experience in a residential facility for court-adjudicated youth, or in an agency or program responsible for providing services to a vulnerable population.
*Quality Assurance includes experience where your primary responsibilities include ALL of the following:
- Reviewing, developing, and maintaining policies and procedures; AND
- Ensuring that these policies and procedures are implemented so as to promote compliance with the requirements of regulatory and accrediting bodies; AND
- Evaluating the operations of the agency, program, or residential facility so as to promote adherence to federal, State, and internal standards and regulations.
NOTE: It is essential that you describe your education and experience as completely as possible on the examination application NYS-APP form. Ambiguity, vagueness or omissions will not be decided in your favor. Additional unsolicited information will not be accepted after the last day for filing. The information you provide in your application will be the only basis for determining your eligibility for meeting the minimum qualifications for this examination.
If you expect to meet the educational requirements by June 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2018 may result in your removal from the eligible list.

- Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. - Background Investigation/Justice Center Review: The names of all prospective employees may be:
- Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
- Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
and will be:
- Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment. You will be responsible for payment of all required fees.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
The Positions
These positions exist in the New York State Office of Children and Family Services.
Duties
As a Standards Compliance Analyst 2 (Youth Services), you would review, evaluate, and monitor the delivery services and quality of care provided to youth confined in Division of Juvenile Justice and Opportunities for Youth (DJJOY) facilities; analyze and interpret established regulatory requirements, policies, and standards to ensure programs, services, and mental health treatment are delivered in accordance with Office of Children and Family Services (OCFS) policies, and New York State and federal laws; conduct on-site reviews of services and programs provided to youth in DJJOY facilities; develop an outcome-based methodology to determine whether programs and services meet the standards, achieve the goals and mission of DJJOY, and fulfill legal and regulatory requirements; collect, analyze, and evaluate data about the effectiveness of program elements and treatment modalities, and recommend remedial action; review and revise policies, methods, and procedures for assessing facilities' programs and services; conduct quality assurance reviews to investigate complaints and reports of deficiencies; assist higher-level staff as they triage and prioritize incident reports and complaints by youth in DJJOY facilities, and their families, that indicate problems with quality of care; prepare reports and assessments for higher-level staff; and may supervise staff engaged in quality assurance activities.
Subject of Examination
There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
- Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
- Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
- Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
- Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
