Minimum Qualifications

On or before June 9, 2018, you must have:

Either 1. a bachelor’s or higher degree AND two years of qualifying experience;**

Or 2. an associate’s degree in criminal justice, public justice, police science, or law enforcement AND four years of qualifying experience;**

Or 3. 60 semester credit hours, including or supplemented by 12 semester credit hours in criminal justice, public justice, police science, or law enforcement AND four years of qualifying experience.**

**Qualifying experience is defined as: local, state, or federal experience as a police officer, probation officer, parole officer, correction officer, or military police officer in any branch of the armed forces. Military police officer candidates must have received an honorable discharge. All qualifying experience must have been gained after basic/recruit training. Time served for basic/recruit training will NOT count towards the qualifying experience.

Important: If you are applying under option 3, you MUST submit a list of qualifying courses with your application. Include the name of the college, course title with the corresponding number of credit hours, and date (or expected date) of completion either by listing them in the “coursework” section of the online application; in the “remarks” section of the paper application; on a separate piece of paper; by sending a copy of your college transcript to the NYS Department of Civil Service, Albany, New York 12239. If you expect to meet the educational requirements by September 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2018 may result in your removal from the eligible list.

Notes

  1. Travel Requirements: Appointment to certain positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.
  2. Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.   3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

These positions exist in New York State Division of Criminal Justice Services in Albany and in the Division of Homeland Security and Emergency Services in Oriskany.

Duties

Senior Training Technicians (Police), function as law enforcement training experts for all mandated and non mandated law enforcement training identify training needs for police officers, peace officers, and security guards; research and develop training curricula; prepare presentations and conduct training to law enforcement/security guard population; provide classroom instruction and demonstration; evaluate certified instructors when necessary; assist in the research and development of grants; and provide technical assistance to local law enforcement agencies through correspondence and field visits.

At the Division of Homeland Security and Emergency Services, you would perform similar duties designing and conducting training courses with the focus on the law enforcement and first responder community. In addition, you would identify the training need of functional groups; development of specific training using using multiple presentation tools and techniques; delivery of a variety of training programs and oral presentations; oversight of logistics and specific facilities of the assigned training group; conducting pre and post training screenings; development, analysis, and revision of programmatic surveys’ and preparation of a variety of program materials and reports. Training programs are delivered in a variety of venues and scheduled to accommodate the first responder community.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Principles and practices of staff development and training - These questions test for the knowledge and abilities used to develop and deliver training. They address topics such as the assessment of training needs; instructional design; training methods and techniques; the use of training aids, materials, and technology; motivation; learning theory; classroom management; the evaluation of learning outcomes; and the usage of training-related data.
  2. Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
  3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  4. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

All tests will be held at the state examination center. Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
