Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.
On or before February 17, 2018, you must have:
Either 1. an associate's degree in food service management, hotel/restaurant management, business administration, or contract administration AND two years of experience in food service management, business management, and/or contract administration.
Or 2. four years of experience in food service management, business management, and/or contract administration.
License Requirement: Candidates must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.
If you expect to meet the educational requirements by September 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2018 may result in your removal from the eligible list.
The Traineeship: Candidates who are appointed at the Trainee 1 level will participate in a two-year traineeship during which they will receive extensive on-the-job training and carefully designed and monitored work experience. An appointee's performance in the trainee position will be observed and evaluated. In addition to the traineeship, candidates must possess three semester credit hours of college coursework in hotel, restaurant, or institutional management AND nine credit hours in Business or Contract Management. If you do not already possess the required coursework, you must complete this requirement by the end of your traineeship. Required college coursework tuition and required text book expenses will be covered by the Thruway Authority. The trainee will be permitted to attend required college courses during scheduled work hours. After one year of satisfactory service as a Trainee 1, appointees will be advanced without further examination to the Trainee 2 level with a beginning salary of $47,868 (current); plus any applicable downstate or mid-Hudson adjustments. After one year of satisfactory Trainee 2 service, appointees will be advanced without further examination to the journey-level title with a beginning salary of $56,830 plus any applicable downstate or mid-Hudson adjustments. An appointee not meeting required standards can be terminated at any time after the initial eight weeks and before completion of the traineeship.
- Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. - A transition examination is also being held for these positions. It is expected that appointments will be made as the result of these examinations open to the public.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
These positions exist in the New York State Thruway Authority in Albany, Erie, Onondaga and Rockland Counties.
As a Service Area Representative Trainee 1, you would inspect Thruway restaurant and service stations; enforce contract provisions; and prepare reports on practices and policies concerning a variety of areas such as food service quality, fuel service quality, sanitation, gift shops, tourist information centers, and farm markets. You would investigate and resolve customer complaints at assigned Thruway service areas and monitor food, fuel, and product pricing for contract compliance. You would also assist in the coordination of special events. The duties of this position may require substantial travel and evening shifts which increase over the summer months. Work schedules include working rotating shifts as well as Saturdays, Sundays, and holidays.
Subject of Examination
There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Ensuring effective inter/intra agency communications - These questions will test candidates' understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
- Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
- Organizing data into tables and records - These questions test your ability to combine and manipulate information into a specified format. You will be given numerical data in tabular and/or narrative form, and you must compile it into tables or records. Ability to add and subtract is required. All information necessary to answer the questions is given. No knowledge of specific bookkeeping, account-keeping, or recordkeeping systems is required.
- Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
- Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Eligibility for Employment

Most written tests are held on Saturdays. Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
