Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.
On or before March 17, 2018, you must have a bachelor???s or higher-level degree in engineering, geochemistry, geology, geophysics, or geosciences AND you must have had professional level experience in drilling, development, or production for oil, gas, solution mining, or underground gas storage as follows:
For No. 26-484: three years.
For No. 26-516: four years.
For the purpose of this examination Non-Qualifying degrees include but are not limited to: agriculture, agronomy, biology, botany, chemistry, environmental science, environmental studies, forestry, geography, horticulture, hydrology, landscape architecture, mathematics and physics.
Experience in drilling, development, and production of water wells is NOT qualifying.
If you expect to meet the educational requirements by September 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2018 may result in your removal from the eligible list.
- Travel Requirements: Appointment to these positions requires travel. Appointees to these positions are required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver???s license valid in New York State at the time of appointment and continuously thereafter. Travel expenses are reimbursed on a fixed schedule.
- Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. - A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.

These positions exist in the Department of Environmental Conservation.
As a Mineral Resources Specialist 3, you would supervise the work of subordinate Mineral Resources Specialists and Technicians; perform complex mineral resources analyses/studies; evaluate suitability of reservoirs for underground gas storage; analyze secondary and tertiary recovery methods for environmental and technical suitability; prepare and present testimony as State???s witness at public hearings and in court proceedings; assist in public information/intergovernmental relations requirements; assist in management and enhancement of program-related computerized information management services; be responsible for onshore leasing programs; and evaluate new or modified techniques and facilities to determine technical and environmental acceptability. You would assist the Mineral Resources Specialist 4 in setting priorities and scheduling work as well as act for the Mineral Resources Specialist 4 in his/her absence.
As a Mineral Resources Specialist 4, you would supervise and evaluate the work of your subordinates including the preparation of work plans, making work assignments, and designating work priorities; provide technical services within the Division and to operators, municipalities, other agencies, and the public; develop and enhance program-related computerized information management services; take the lead role in extremely complex and controversial studies; reviewing and signing permits; and take an active role in modifying and updating regulations and policies to ensure efficient recovery of oil and gas resources while protecting public health, safety, and the environment. You would assist the Mineral Resources Specialist 5 as well as act for the Mineral Resources Specialist 5 in his/her absence.
Subject of Examination
|There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:||For Examination Numbers|

Environmental and safety considerations related to oil and gas drilling, production and underground gas storage, including siting and reclamation - These questions test for knowledge of the principles and practices involved in assessing the potential environmental impacts of oil and gas drilling, production, and underground storage procedures; proper environmental oversight of these procedures; and effective regulation of siting, production, reclamation, and safe operating procedures.||X||X|
|2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.||X||X|
|3. Principles and practices of petroleum engineering and geology - These questions test for knowledge of the principles and practices involved in the field of petroleum engineering and geology, and may include such areas as geologic formations indicative of petroleum deposits; locating and drilling for petroleum deposits; drilling methods used; and construction and maintenance of production wells.||X||X|
|4. Educating and interacting with the public - These questions test for knowledge of techniques used to interact effectively with individual citizens and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.||X||X|
|5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.||X|
|6. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion.||X||X|
|7. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.||X|
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Eligibility for Employment
