Due to current testing space limitations, candidates may need to travel to a test site to take this examination. Candidates will be notified of their test site location on their admission notice.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,087 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,543 annual mid-Hudson adjustment..

Minimum Qualifications

On or before December 2, 2023, you must have:

Either 1. nine years of professional economic development experience in a subdivision of government, not for profit organization or economic development office of a public utility firm working primarily in programs and activities intended to attract, retain or create jobs for the general public through tourism promotion, export assistance, urban and regional planning, redevelopment of blight or counseling of minority-owned, women-owned, veteran-owned and/or small business enterprises, or commercialization of academic research and technology for the purpose of job creation;

Or 2. nine years of professional experience with a private business which has its principal business activity in one or a combination of the following areas:

Or 3. a combination of the above types of experience which must total nine years;

Or 4. an associate's degree AND seven years of the above experience;

Or 5. a bachelor's degree AND five years of the above experience.

Examples of non-qualifying experience include but are not limited to: Engineering, housing development, real estate brokerage, investment brokerage, retail or personal banking, residential lending, sales, human resources management, job recruitment, general community welfare, general management of a business, board members considering and voting on business development projects or economic development strategy (or staff who provide analysis for them), clerical positions, social service entities, business advocacy, or teaching and collaboration between industry and instructional staff at a college or university are all examples of non-qualifying experience. This list is not all inclusive.

The Positions: These positions exist in the New York State Department of Economic Development and are located statewide.

Duties

As an Economic Development Program Specialist 3, you would assist in managing a major regional office or a supporting staff unit at the division level providing high level professional advisory services to key clients. You would conduct community relations/awareness programs to promote services of the Department through workshops, seminars, and other training programs; attend meetings and conferences; conduct speaking engagements; and represent the Department at ceremonies. You would supervise subordinate staff, often on a project or team basis, to ensure effective program development, service delivery, and administrative operations.

Subject of Examination

To be considered for appointment to this title, you must pass the multiple-choice test. The multiple-choice test evaluates your knowledge, skills, and/or abilities in the following areas:

  1. Business principles - These questions test for basic knowledge of business and how it operates, basics of project financing, common development criteria for industrial sites, and business data sources.
  2. Economic development practice and programs - These questions test for the principles and practices of being an economic developer. Questions may cover such areas as handling the requests and meeting the needs of companies and prospects; knowledge of business information sources and government programs related to economic development; and certain business sales and marketing techniques.
  3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  4. Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
  5. Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
  6. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Admission to the test: If approved for a multiple-choice test, you will receive an admission notice which will indicate your assigned test date and the way your test will be administered. Your test may be administered with paper and pencil or online at a state test site using a state-provided Chromebook. You cannot request to change your scheduled day or request a specific type of test administration.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment. Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a multiple-choice test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this multiple-choice test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site

The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.
