Minimum Qualifications

On or before August 31, 2010, you must have a bachelor's degree AND six years of marketing and/or advertising management experience. Three years of the experience must have been in managing an advertising account with an annual budget of at least 4 million dollars. Advertising experience must include: media buying oversight, statewide television and radio marketing experience, new product development and research, promotions and special events management, and comprehensive point of sale collateral design and development associated with retail accounts. A master's degree in finance, business administration, marketing, advertising, communications, or a related field may substitute for one year of the general experience.

Notes

1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
2. New York State residence is not required.
3. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. 4. Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.

Duties

As a Lottery Advertising Supervisor, you would assist in the management of a mass integrated advertising communications program to support the Lottery product image and to promote all game participation. You would monitor the program's budget to guarantee contract compliance for expenditures and efficient use of resources.

It is important to know that this job requires supervisory, hands-on-management, and exemplary communication skills since the Lottery's staff is small but involved with direct contact with multiple retailers, Lottery sales representatives, and ad agency staffs.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. If you apply using the NYS-APP form and you need more space, attach additional 8 1/2" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate the scope of: marketing/advertising experience; previous marketing/advertising account responsibility; budget size and management; years of account responsibility; media planning, buying experience, production experience, integrated marketing promotions experience; retail execution and design; and new product development and research. This questionnaire will be the only basis for rating your education and experience. Resumes will not be accepted.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
