Minimum Qualifications

On or before September 30, 2010, you must have:

  1. a current U.S. Coast Guard license as a Third Mate or higher, for unlimited gross tons OR a current U.S. Coast Guard license as a Marine Engineer qualified for unlimited horsepower; AND
  2. you must have graduated from a Maritime Academy or College; OR
    three years' satisfactory marine experience while holding the required U.S. Coast Guard license; OR
    three years' satisfactory marine experience as an officer in the federal civilian or armed services.

Notes

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Alfred E. Smith State Office Building, Albany, New York 12239. Attention: S2KXM.
  4. If appointed as a Marine Services Representative, you will be required to maintain your U.S. Coast Guard license.
  5. Fingerprinting is sometimes required at the time of appointment. If so, you may be required to pay the processing fee.
  6. If you do not receive a confirmation number after submitting your online application, your application was NOT processed.

Duties

Under the general supervision of a Senior Marine Services Representative, you would assist in carrying out a wide variety of activities related to marine safety. Responsibilities include making on-site inspections of power driven vessels, citing vessel and equipment safety deficiencies, and re-inspecting vessels as necessary; examining candidates and issuing operating licenses; placing navigational aids and removing waterway obstructions; issuing floating object and regatta permits; serving as agency liaison to regional headquarters, law enforcement agencies, and the general public regarding laws, rules, and regulations; and assisting in the design and implementation of education programs.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8 1/2" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate your education and experience against the general background/critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
