Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before March 31, 2011, you must have a bachelor's degree in a chemical, physical, or biological science, or in medical technology, and a New York State Clinical Laboratory Technologist license or license eligibility, and four years of post bachelor's, professional-level laboratory experience in a blood bank, tissue bank, or clinical laboratory.

Substitutions: A master's degree in a chemical, physical, or biological science, or in medical technology may be substituted for two years of the required experience.

A master's and doctoral degree in a chemical, physical, or biological science, or a New York State license to practice medicine (MD or DO) may be substituted for three years of the required experience.

A New York State Laboratory Director Certificate of Qualification may substitute for the New York State Clinical Laboratory Technologist license.

IMPORTANT: These positions require extensive year round field work and considerable overnight travel within and outside the state, including international travel. At the time of appointment, and continuously thereafter, you may be required to have a valid passport or enhanced driver's license, and a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

Notes

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. The Positions

These positions exist in the New York State Department of Health at various locations throughout the state. Should positions be established at additional locations, including downstate locations, the eligible list resulting from this examination will be used to fill those positions.

Duties

As a Clinical Laboratory Consultant, you would conduct onsite inspections of clinical laboratories, blood banks, tissue banks, and/or physician office laboratories to assess whether laboratory practices comply with applicable New York State and/or federal laboratory standards. You may be assigned special tasks that involve the investigation of clinical facilities, the development of regulations, and other tasks using individual laboratory expertise. You may also testify in legal proceedings concerning deficiencies found in a laboratory.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8 1/2" x 11" sheets following the same format used on the application form.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate the appropriateness and breadth of your education and experience against the general background/critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
