Minimum Qualifications

On or before August 31, 2013, you must have a master���s degree in Library and Information Studies from an ALA accredited institution; AND eight years post degree professional library experience. Five or more of the eight years must have included management experience involving fiscal, program planning, and policy responsibility in a research, academic, or library system setting with a collection of at least one million items.

No late applications will be accepted after the filing deadline has passed.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.
  5. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S4LSS.

The Positions

This position exists in the New York State Education Department in Albany only.

Duties

As the Director of the State Library, you would be in a senior policy and leadership position within the Education Department. You would be responsible for leading a team of professionals that ensure the stewardship and access of a collection of over 20 million items that are in a variety of formats. You would be responsible for leading a team of professionals that collaborate and support over 7,000 libraries statewide and ensure every New Yorker has basic access to library materials.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your training, education, and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8��" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate collection development experience; automation and technology planning and management; management; supervision; budgeting; and relationships with external groups and stakeholders. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

You will receive your supplemental questionnaire via email in August 2013. Please ensure your email account will accept email from the following address: NYSCivilServiceS-4@cs.state.ny.us. You may have to manually add this email address to your listing of approved senders. Your completed supplemental questionnaire must be submitted to the Department of Civil Service on or before August 31, 2013. FAILURE TO RETURN THE SUPPLEMENTAL QUESTIONNAIRE WILL RESULT IN A FAILING SCORE AND YOUR NAME WILL NOT BE ADDED TO THE ELIGIBLE LIST.
