Minimum Qualifications

On or before August 31, 2014, you must have six years of experience in structural steel fabrication and structural metal inspection during fabrication and construction that included radiograph review of welds and the performance and interpretation of magnetic particle, dye penetrant, and hardness tests.

Substitution: A bachelor���s degree in applied science, engineering, architecture, or construction technology may be substituted for four years of the required experience. An associate���s degree in one of these areas may be substituted for two years of the required experience.

Condition of Continued Employment: You must obtain New York State Department of Transportation Certification as an Ultrasonic Testing Technician within one year of permanent appointment. Failure to obtain or maintain this certification will result in termination of employment.

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239, Attention: S2SEH.
  2. Important: As the processing fee is non-refundable, verify that you entered the correct examination number and title on your online or paper application prior to submitting. Duties

As a Materials Testing Specialist 1, you would direct and perform a variety of nondestructive tests on metal used for structural purposes, and on the completed members fabricated from such metals. You would direct inspection agencies such as testing laboratories or subcontractors performing such tests during fabrication of steel and aluminum structures, and monitor their performance by performing random inspections, and reviewing inspection documentation. You would also perform such nondestructive tests on existing bridges. You would inspect structural steel plants to ensure quality of materials and workmanship; review erection procedures; review and approve welding procedures; and prepare specifications for nondestructive tests (radiograph, magnetic particle, dye penetrant, hardness, and ultrasonic).

Subject of Examination

There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. This evaluation will concentrate on the appropriateness and breadth of relevant experience in the preparation and/or review of structural steel shop drawings, nondestructive testing specifications, or welding procedures, and possession of relevant certifications. It is essential that you describe your education and experience as completely as possible when you apply. Ambiguity, vagueness, or omissions will not be decided in your favor. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8��" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last day for filing.

Important: You should indicate possession of relevant certifications on your application. If you already possess a current Ultrasonic Testing Technician Certification issued by the New York State Department of Transportation, attach a copy of the certification to your application or, if applying on the Internet, you must mail copies of your relevant certifications to the NYS Department of Civil Service, Albany, NY 12239, Attention: S2SEH. You should also indicate any previous certification as an American Welding Society Certified Welding Inspector, an American Welding Society D1.5 plant welder, a New York State Department of Transportation shop or field welder, or a Level II or III American Society of Nondestructive Testing Technician. In order to receive credit for possession of these certifications, you must attach a copy of the certifications to your application.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
