Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before May 31, 2016, you must have:

For Vocational Instructor 1:

I. four years of appropriate trade experience and a high school diploma or high school equivalency diploma issued by a recognized state educational authority;

Or II. an associate's degree in a related trade area and two years of appropriate trade experience;

Or III. a bachelor's degree in any area and one year of appropriate trade experience.

For Vocational Instructor 2:

I. four years of appropriate trade experience and a minimum of 12 college credits in pedagogy core coursework earned from a New York State Education Department approved program. These must include 3 college credits in each of the following areas: human development and learning; teaching students with disabilities and special health needs; curriculum, instruction, and assessment; and English language arts or communication skills;

Or II. an associate's degree in a related trade area including or supplemented by 12 college credits of pedagogy core coursework earned from a New York State Education Department approved program. These must include 3 college credits in each of the following areas: human development and learning; teaching students with disabilities and special health needs; curriculum, instruction, and assessment; and English language arts or communication skills; and two years of related trade experience;

Or III. a bachelor's degree in any area including or supplemented by 12 college credits of pedagogy core coursework earned from a New York State Education Department approved program. These must include 3 college credits in each of the following areas: human development and learning; teaching students with disabilities and special health needs; curriculum, instruction, and assessment; and English language arts or communication skills; and one year of related trade experience.

For Vocational Instructor 3: Initial certification as a teacher of trade subjects in the appropriate specialty as issued by the New York State Education Department.

For Vocational Instructor 4: Professional certification as a teacher of trade subjects in the appropriate specialty as issued by the New York State Education Department.

Probationary Period

Please Note: Appointees at the Vocational Instructor 1, 2, and 3 levels will be advanced to the next higher level as soon as they present evidence of meeting the minimum qualifications for the next higher level.

Notes

  1. Your degree, college credit, high school diploma or equivalency diploma must have been awarded by a regionally accredited college, university, high school or educational institution or one recognized by the NYS Education Department as following acceptable educational practices. If your degree, college credit, or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2CMH.
  2. This examination uses an online application process only. Applications must be submitted online by May 31, 2016. Late applications will not be accepted. If you do not have access to a computer to complete your online application, you may contact the Department of Civil Service at (518) 473-9950 for assistance.
  3. Important: As the processing fee is non-refundable, verify that you entered the correct examination number and title on your online or paper application prior to submitting. If you apply online, you should immediately review your email confirmation notice to verify that you applied for the correct examination. If you do not receive a confirmation number after submitting your online application, your application was NOT received by the Department of Civil Service. No late applications will be accepted after the filing deadline has passed.
  4. Background Investigation/Justice Center Review: The names of all prospective employees will be:
    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
    and may be:
    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.
    You will be responsible for payment of all required fees.
  5. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  6. New York State residence is not required.

The Positions

These positions are located in the Department of Corrections and Community Supervision, the Office of Children and Family Services, and the Office of Mental Health. There are approximately 500 positions statewide. The majority of positions are located in the Department of Corrections and Community Supervision.

Duties

As a Vocational Instructor, you would teach trades and skills to residents and/or inmates of institutions/facilities under general supervision. Your duties would include the preparation of lesson plans, course outlines, trade analyses, and may include shop layout planning, the establishment of shop safety programs, and the maintenance of tools and equipment. You would be expected to manage a classroom environment appropriately. You would also be responsible for meeting each learner���s individual needs and evaluating their progress as part of your record keeping duties. You may need to utilize technology as part of your instruction to enhance the educational setting.

Subject of Examination

THERE WILL BE NO WRITTEN TEST. You will be required to complete an education and experience questionnaire online. The online questionnaire IS YOUR TEST. The questionnaire will collect information about your education and experience. It will be evaluated against the general background/critical activities of the position. Your answers to the questionnaire will be the only basis for evaluating your education and experience. Candidates will have one chance to complete the examination questionnaire. Your name will not appear on the eligible list if you fail to complete the examination. It is essential that you describe your education and experience as completely as possible. Ambiguity, vagueness, or omissions will not be decided in the candidate���s favor. All statements concerning education and experience are subject to verification.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
