Minimum Qualifications
On or before May 31, 2016, you must have:
For Vocational Instructor 1:
I. four years of appropriate trade experience and a high school diploma or high school equivalency diploma issued by a recognized state educational authority;
Or II. an associate's degree in a related trade area and two years of appropriate trade experience;
Or III. a bachelor's degree in any area and one year of appropriate trade experience.
For Vocational Instructor 2:
I. four years of appropriate trade experience and a minimum of 12 college credits in pedagogy core coursework earned from a New York State Education Department approved program. These must include 3 college credits in each of the following areas: human development and learning; teaching students with disabilities and special health needs; curriculum, instruction, and assessment; and English language arts or communication skills;
Or II. an associate's degree in a related trade area including or supplemented by 12 college credits of pedagogy core coursework earned from a New York State Education Department approved program. These must include 3 college credits in each of the following areas: human development and learning; teaching students with disabilities and special health needs; curriculum, instruction, and assessment; and English language arts or communication skills; and two years of related trade experience;
Or III. a bachelor's degree in any area including or supplemented by 12 college credits of pedagogy core coursework earned from a New York State Education Department approved program. These must include 3 college credits in each of the following areas: human development and learning; teaching students with disabilities and special health needs; curriculum, instruction, and assessment; and English language arts or communication skills; and one year of related trade experience.
For Vocational Instructor 3: Initial certification as a teacher of trade subjects in the appropriate specialty as issued by the New York State Education Department.
For Vocational Instructor 4: Professional certification as a teacher of trade subjects in the appropriate specialty as issued by the New York State Education Department.
Special Notes
- You may refer to the New York State Education Department (NYSED) Office of Teaching Initiatives for a description of experience requirements by specialty title.
- Candidates for Business and Distributive Education must have a bachelor???s degree and follow the New York State Education Department academic teacher certification guidelines.
- Candidates for Computer Technology must meet the minimum qualifications under option II or III for Vocational Instructor 1 or Vocational Instructor 2.
- Candidates for cosmetology/barbering must show proof of current licensure from the New York State Department of State to practice. A current license must be maintained to continue employment.
- Salaries are paid for a ten month teaching year. If you work in the summer school program, you will receive additional compensation.
- Fingerprints and Fees: Fingerprinting is sometimes required at the time of appointment. If so, you will be required to pay the processing fee.
- Spanish language: If an agency is filling a vacancy for a Spanish language position, the appropriate Trade Specialty list will be canvassed for Spanish speakers. If you are considered for appointment to a Spanish language position, you must demonstrate your proficiency in the Spanish language. Proficiency must be at a level that would ensure your ability to perform the duties of the position properly.
- Certificates, Pedagogy Core Coursework, Degrees and/or Trade and Apprenticeship: list any educational teaching certificates you may hold or any pedagogy coursework credits you may have earned. If you have a degree, list the type of degree and major. You may also provide information on any relevant trade or apprenticeship training completed.
Probationary Period
- Vocational Instructor 1: The probationary term shall be three years from initial appointment. For positions at the Department of Corrections and Community Supervision and the Office of Mental Health, meeting the qualifications for Vocational Instructor 2 during the probationary term will be a condition of advancement. If you fail to meet the qualifications for advancement during probation, you will remain at the Vocational Instructor 1, G-12 level at the end of the probationary term. For positions at the Office of Children and Family Services, you must meet the qualifications for Vocational Instructor 2 during the probationary period. Failure to do so will result in termination of employment.
- Vocational Instructor 2: The probationary term shall be three years from initial appointment as a Vocational Instructor 2. For positions at the Department of Corrections and Community Supervision and the Office of Mental Health, meeting the qualifications during the probationary term for Vocational Instructor 3 will be a condition of advancement. If you fail to meet the qualification for advancement during probation, you will remain at the Vocational Instructor 2, G-13 level at the end of the probationary term. For positions at the Office of Children and Family Services, you must acquire initial certification as a teacher of trade subjects in the appropriate specialty during the probationary period. Failure to do so will result in termination of employment.
- Vocational Instructor 3: For positions at the Department of Corrections and Community Supervision and the Office of Mental Health, the probationary term shall be three years from initial appointment as a Vocational Instructor. If you fail to meet the qualifications for advancement during probation, you will remain at the Vocational Instructor 3, G-15 level at the end of the probationary term. For positions at the Office of Children and Family Services, the probationary term shall coincide with the term of validity remaining on the initial certification and loss of initial certification will result in termination of employment.
- Vocational Instructor 4: The probationary term shall be three years from initial appointment. Certification must be maintained in accordance with the New York State Education Department???s professional development requirements.
Please Note: Appointees at the Vocational Instructor 1, 2, and 3 levels will be advanced to the next higher level as soon as they present evidence of meeting the minimum qualifications for the next higher level.

- Your degree, college credit, high school diploma or equivalency diploma must have been awarded by a regionally accredited college, university, high school or educational institution or one recognized by the NYS Education Department as following acceptable educational practices. If your degree, college credit, or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. - Background Investigation/Justice Center Review: The names of all prospective employees will be:
- Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
- Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
- Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
The Positions
These positions are located in the Department of Corrections and Community Supervision, the Office of Children and Family Services, and the Office of Mental Health. There are approximately 500 positions statewide. The majority of positions are located in the Department of Corrections and Community Supervision.
Duties
As a Vocational Instructor, you would teach trades and skills to residents and/or inmates of institutions/facilities under general supervision. Your duties would include the preparation of lesson plans, course outlines, trade analyses, and may include shop layout planning, the establishment of shop safety programs, and the maintenance of tools and equipment. You would be expected to manage a classroom environment appropriately. You would also be responsible for meeting each learner???s individual needs and evaluating their progress as part of your record keeping duties. You may need to utilize technology as part of your instruction to enhance the educational setting.
Subject of Examination
THERE WILL BE NO WRITTEN TEST. You will be required to complete an education and experience questionnaire online. The online questionnaire IS YOUR TEST. The questionnaire will collect information about your education and experience. It will be evaluated against the general background/critical activities of the position. Your answers to the questionnaire will be the only basis for evaluating your education and experience. Candidates will have one chance to complete the examination questionnaire. Your name will not appear on the eligible list if you fail to complete the examination. It is essential that you describe your education and experience as completely as possible. Ambiguity, vagueness, or omissions will not be decided in the candidate???s favor. All statements concerning education and experience are subject to verification.
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
