Minimum Qualifications

On or before September 30, 2016, you must have a bachelor���s degree in electrical engineering or electrical engineering technology AND three years of direct experience or regulatory oversight experience in one or more of the following:

  1. Application, engineering, design, operation, planning, and/or maintenance of utility power systems (transmission and/or distribution); or
  2. Performance monitoring and assessment of electric utility power systems (transmission and/or distribution); including evaluation of reliability performance mechanisms, electric service standards, and compliance with relevant codes; or
  3. Power plant design, operation, maintenance, and testing for distributed generation facilities; or
  4. Application of various digital technologies which modernize and automate grid operations to anticipate and respond to system disturbances, enable greater use of variable energy sources, including renewable energy, and which provide the capability for customers to manage their energy costs (smart grid technology).

Notes

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2/CKT.
  2. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  3. New York State residence is not required.

These positions exist in the Department of Public Service and there are seven (7) vacancies in Albany only.

Duties

As a Power Systems Operations Specialist 4, you would monitor and evaluate the design, operation, and maintenance of electric utility distribution systems to ensure that utilities are fulfilling their obligation for providing safe and reliable service. Specific areas of review would include electric service reliability, reliability performance mechanisms, and compliance with electric safety standards. You would also investigate incidents on utility systems as they pertain to ensuring safe and reliable service. You would provide reports to Department management and the Public Service Commission as required, and utilize your expert knowledge of the electric distribution and/or generation utility industries to advance the goals of the agency.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your education and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8��" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate your education and experience against the general background/critical activities of the position. This questionnaire will be the only basis for rating your education and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

NOTE: You must include a valid email address on your application. If you meet the Minimum Qualifications, the New York State Department of Civil Service will email you a supplemental questionnaire to complete and return.
