Minimum Qualifications

On or before May 31, 2017, you must have:

Either 1. a master’s or higher degree in health care administration, health care management, health services administration, public health,* nursing, hospital administration, hospital management, business administration, or public administration; and three years of experience as an administrator involved in the management and oversight of the delivery of health services. At least one year of the experience must include performing one or more of the following: supervision of subordinate staff, direct oversight, or management.

Or 2. a bachelor’s degree in health care administration, health care management, health services administration, public health,* nursing, hospital administration, hospital management, business administration, or public administration; and four years of experience as an administrator involved in the management and oversight of the delivery of health services. At least one year of the experience must include performing one or more of the following: supervision of subordinate staff, direct oversight, or management.

*A degree in public health education is NOT qualifying.

Examples of non-qualifying experience: Experience as a Food Service Administrator or Registered Dietician is NOT qualifying.

Notes

  1. Travel Requirements: Appointment to these positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. Field work and travel expenses are reimbursed on a fixed schedule.
  2. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2CMH.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

Duties

As a Correctional Regional Health Services Administrator (CRHSA), you would develop, implement, and monitor a physician and hospital network for inmate patients within a given region, for the Department of Corrections and Community Supervision (DOCCS). CRHSA’s also implement health services program initiatives, monitor quality assurance, administer contracts, and assure proper accreditation of DOCCS’s health care delivery systems. The exact duties may differ among three distinct assignment areas, but may include a combination of supervising subordinate staff; making recommendations regarding staffing and personnel; negotiating, implementing, and otherwise administering contracts; detecting and resolving administrative, operational, and health services problems in accordance with DOCCS policies; conducting pharmacy assessments; and other duties. Positions require significant travel. Some duties are performed inside correctional facilities.

Subject of Examination

There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. Your score will be based on the rating received on the evaluation. It is essential that you describe your education and experience as completely as possible when you apply. Ambiguity, vagueness, or omissions will not be decided in your favor. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8½" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last day for filing.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
