Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before August 31, 2017, you must meet ALL THREE of the following minimum qualifications:

  1. You have had at least five years of experience in a manufacturing process of trade of which at least one year must have been directly related to the specialty for which you are applying.
  2. You must have three years of supervisory experience.
  3. You must be a high school graduate or have a high school equivalency diploma issued by a recognized state educational authority or a USAFI GED high school certificate.

** Candidates for the Industrial Training Supervisor 2 (Abatement Specialist) title must possess current New York State Department of Labor licenses as an Asbestos Handler and an Asbestos Contractor/Supervisor.

Substitution: Up to two years of related vocational technical education may be substituted for up to two years of general experience at the rate of twelve credits equals six months.

Notes

  1. Credit for vocational technical education courses must have been awarded by an accredited educational institution. In order to qualify with this substitution, you must include the following with your NYS-APP: title of course, number of credit hours, date course completed, name and address of educational institution, and name of the accrediting body.
  2. Your high school diploma or equivalency diploma must have been awarded by a high school or educational institution or one recognized by the NYS Education Department as following acceptable educational practices. If your high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S2CMH.
  3. During the probationary period, candidates must demonstrate that they have a thorough knowledge of the processes, materials, machines, and tools used in the specialty for which they apply; skill in the operation, maintenance and repair of machines and tools used in the mechanical operation; and ability to instruct and deal effectively with correctional institution inmates.
  4. Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.
  5. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  6. New York State residence is not required.

Duties

As an Industrial Training Supervisor, you would supervise and train inmates in the course of providing manufacturing, production or industrial service operations. Illustrative duties include: plan and supervise the process of producing manufactured goods, providing industrial services, or performing similar sorts of industrial operation; schedule production and inmate assignments to meet production goals and objectives; determine inventory, equipment, and material needs for production goals; order and restock inventory; track movement of product or provision of service from start to finish; sign out and secure all tools and materials needed and account for all issues; maintain and repair equipment; recommend changes in equipment, methods, and production standards; and prepare a variety of reports and records, such as performance and behavior reports, production records, injury reports, attendance records, tool and material inventory, purchase orders, and inmate payroll.

As an Industrial Training Supervisor (Abatement Specialist), you would work under the direct supervision of the General Industrial Training Supervisor in charge of the Asbestos Abatement program and supervise a crew of inmates in the removal and/or stabilization of asbestos, lead, mold, and other environmental hazards. You would be responsible for maintaining abatement schedules, including the quality of work performed, maintenance of equipment and tools, safety and sanitary conditions in this area, requisitioning and maintaining adequate levels of supplies, and preparation of several reports on a daily or weekly basis. You would also be responsible for the daily overseeing of the inmate payroll.

Subject of Examination

There will be no written test. The test will consist of an evaluation of your training and experience. When you apply, you must provide complete information to show that you meet the minimum qualifications. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8��" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last date for filing.

If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. The questionnaire will be used to evaluate your training and experience against the general background/critical activities of the position. This questionnaire will be the only basis for rating your training and experience.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
