Minimum Qualifications

On or before the date of filing your application, you must have:

For No. 28-408: a bachelor’s degree AND two years of experience working in child protective services casework AND you must have one additional year of experience developing and/or delivering classroom training involving concepts and techniques of child protective services casework.

Examples of Qualifying Experience include, but are not limited to, casework services related to the assessment of the health and safety of children and families, by conducting child protective comprehensive investigations, making determinations regarding substantiation of the allegations, and includes assessing the need for ongoing services or court intervention.

Examples of Non-Qualifying Experience include casework services NOT related to children and families, such as adult protective services. Experience as a foster parent, classroom teacher, Head Start worker, foster care caseworker, daycare provider or administrator of a daycare center, camp counselor, provider of recreational services, receiver of hotline reports making assessments on the calls received, exclusive “on call” work, or experience as a probation officer, youth counselor, or provider of recreational services are considered non-qualifying job titles and experiences.

For No. 28-409: a bachelor’s degree AND two years of experience working in child welfare casework AND you must have one additional year of experience developing and/or delivering classroom training involving concepts and techniques of child welfare casework.

Examples of Qualifying Experience include, but are not limited to, casework services related to the welfare of children and families, such as child protection and prevention services, foster care services, and adoption services. Experience must include engaging families, conducting family and child assessments, developing and implementing service plans to address the families’ needs, and monitoring the outcome of those services.

Examples of Non-Qualifying Experience include casework services NOT related to children and families, such as adult welfare services. Experience as a foster parent, classroom teacher, Head Start worker, daycare provider or administrator of a daycare center, camp counselor, provider of recreational services, receiver of hotline reports making assessments on the calls received, exclusive “on call” work, or experience as a probation officer, youth counselor, or provider of recreational services are considered non-qualifying job titles and experiences.

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S1MAV.
  2. You may file for these examinations by completing one NYS-APP application form or applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
  3. Background Investigation/Justice Center Review: The names of all prospective employees may be:
    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;

    and will be:

    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.

    You will be responsible for payment of all required fees.

  4. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  5. New York State residence is not required.

These positions exist in the New York State Office of Children and Family Services in the Capital District only.

Duties

As a Training Specialist 2 (Child Protective Services), you would plan, direct, develop and deliver foundational casework training to all Child Protective Services caseworkers and supervisors in Local Social Services Departments and Voluntary Agencies. You would also supervise subordinate Training Specialists 1 (Child Protective Services) in designing and developing curricula and training materials and presenting training. Illustrative duties include, but are not limited to: review and make determinations on proposals for training programs; oversee the dissemination of training announcements, registration of participants, and maintenance of a web-based learning management system; develop and present training courses; review lesson plans for courses conducted by subordinate staff; and produce and analyze reports of training scheduling, attendance, and evaluation. In addition, you may design and develop curricula and training materials and present training on child welfare topics and programs.

Subject of Examination

There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. This evaluation will concentrate on the extent and relevancy of your experience as it relates to child protection/child welfare experience. It is essential that you describe your education and experience as completely as possible when you apply and include percentages of time worked for each relevant activity. Ambiguity, vagueness, or omissions will not be decided in your favor. Do NOT send resumes. If you apply using the NYS-APP form and you need more space, attach additional 8½" x 11" sheets following the same format used on the application form. Additional unsolicited information will not be accepted after the last day for filing.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
