Minimum Qualifications

On or before April 28, 2023, you must have:

For Exam No. 28-461: a bachelor's degree or higher in: Adult Education, Curriculum Development and Instructional Technology, Educational Psychology, Educational Psychology and Technology, Educational Technology, Information Design and Technology, Instructional Design, Instructional Systems, Instructional Systems and Learning Technologies, Instructional Systems Technology, Learning Design, Learning Design and Technology or a closely related degree major field; AND two years of experience in developing and implementing learning solutions for adults.

For Exam No. 28-462: a bachelor's degree or higher in: Adult Education, Curriculum Development and Instructional Technology, Educational Psychology, Educational Psychology and Technology, Educational Technology, Information Design and Technology, Instructional Design, Instructional Systems, Instructional Systems and Learning Technologies, Instructional Systems Technology, Learning Design, Learning Design and Technology or a closely related degree major field; AND three years of experience in developing, implementing, and evaluating learning solutions for adults.

For Exam No. 28-463:

Additional Requirements for Appointment:

  1. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will

    • be checked against the Staff Exclusion List (SEL), maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • be investigated through a Criminal Background Check (CBC). You must report all convictions. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal law;

    And may

    • be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment. You are responsible for payment of all required fees.
  2. Fingerprints and Fees: You may be required to get fingerprinted at the time of appointment. You are responsible for payment of the processing fee.

The Positions: These positions exist in the New York State Office of Children and Family Services and are located in Rensselaer, New York.

Duties

As a Training Specialist 1 (Instructional Design), you would gather and research data within current trends in curriculum development with the goal of developing effective learning solutions for designated program areas within the agency. You would support the design and development of learning via a variety of delivery modalities for various types of content to include product knowledge, technical applications, process and behavioral skill development. You would gather data in support of train-the trainer sessions and may co-train sessions.

As a Training Specialist 2 (Instructional Design), you would supervise multiple professional training staff and lead the design and development of instructionally-sound learning solutions using industry standard methods including competency-based solutions. You would evaluate, analyze, and report on the impact of training solutions on knowledge and skill acquisition in the environment; collaborate on the development of trainer qualification and certification programs to support curriculum; offer train-the-trainer sessions; and coach and support trainers as they learn new curricula.

As an Associate Director Training 1 (Instructional Design), you would administratively supervise multiple Training Specialists 2 (Instructional Design) and other professional training staff; lead the design, development and implementation of an evaluation strategy for curriculum to ensure compliance, effectiveness, and consistent quality of the learning experience; and serve as principal assistant to the Associate Director Training 2 (Instructional Design). You would collaborate with agency partners in the identification of innovative and effective learning solutions for functional audiences, identifying opportunities to leverage solutions across the agency and evaluate train-the-trainer sessions performed by lower-level Instructional Design staff.

As an Associate Director Training 2 (Instructional Design), you would administratively supervise the Associate Director Training 1 (Instructional Design) and other professional training staff, and lead curriculum re-design while sourcing projects through internal team and vendor partners. You would establish practices and processes for consistency and quality across the curriculum development function; oversee and manage multiple curriculum development project plans; work with program areas and vendors to identify subject matter experts for specialized curriculum needs; lead the design of a simulation-delivery approach for curriculum development; and research, document, and use current trends to develop curricula, and implement innovative and effective learning solutions that incorporate best practices and adult learning theory.

Subject of Examination

There is no in-person written multiple-choice test. To be considered for appointment to this title, you must pass an online training and experience test.

The online training and experience test uses an online questionnaire to asks questions about your education, training, and work experience. The answers you provide to the questions will be rated and scored against the general requirements of the positions.

The online questionnaire IS YOUR TEST and should be completed after submitting your application. You will not receive a score on this test unless you complete and submit the online questionnaire. You must complete and submit the online test by 11:59 pm on June 14, 2023.

To prepare for completing the online questionnaire (the online training and experience test), it may be helpful to have dates of completed education and work experience available for reference. Responding to these questions, and submitting your questionnaire, is required to complete the examination process.

Your final score must be 70 or higher to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment.
