Minimum Qualifications

On or before July 12, 2023, you must have:

Either 1. two years of full-time experience in a position where your primary responsibility is providing customer service in the form of explaining programs, policies, and/or procedures; resolving problems; or reconciling accounts;

Or 2. one year of full-time business or human resources office experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase, and initiating and processing purchase orders.

Or 3. 30 semester credit hours of college-level study AND one year of the experience stated in qualification #1; OR 30 semester credit hours of college-level study AND six months of the experience stated in qualification #2;

Or 4. 60 semester credit hours of college-level study.

Examples of non-qualifying experience include but are not limited to: Experience limited to positions such as cashier, supermarket clerk, department store clerk, greeter, retail clerk, forms processor, bartenders, wait staff, fast food worker, restaurant worker, hair stylist, receptionist, transferring calls or taking messages, data entry forms processing, taxi operator/driver, bus driver, mental health aide, direct care or home health aide, social worker, counselor, gas station attendant, officer, security guard.

The Positions: These positions exist in Office of General Services and are located in Albany, New York.

Duties

As a Business Services Center Representative 1, you would be responsible for the accurate and timely auditing and/or processing of accounts receivable and payable, purchasing, travel and credit card, payroll, personnel administration, time and attendance, and benefits transactions; researching legislation, form changes, and system change requests, procedures and policy directives to determine impact on operations and procedures; interpretation of the State Finance and Civil Service laws; resolving difficult processing errors and identifying processing system user needs; and answering various types of communications (phone, email, letters) from customer agencies or vendors concerning transactions, policies and procedures. When assigned to supervise clerical support staff, you will review and approve time and attendance; identify staff development needs; evaluate staff performance; and complete performance evaluations.

Subject of Examination

There is no in-person multiple-choice test. To be considered for appointment to this title, you must pass an online training and experience test.

The online training and experience test uses an online questionnaire to ask questions about your education, training, and work experience. The answers you provide to the questions will be rated and scored against the general requirements of the positions.

The online questionnaire IS YOUR TEST and should be completed after submitting your application. You will not receive a score on this test unless you complete and submit the online questionnaire. You must complete and submit the online test by 11:59 pm on August 28, 2023.

To prepare for completing the online questionnaire (the online training and experience test), it may be helpful to have dates of completed education and work experience available for reference. Responding to these questions, and submitting your questionnaire, is required to complete the examination process.

Your final score must be 70 or higher to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment.
