Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.
  2. Program planning and evaluation - These questions test for a knowledge of basic concepts and techniques in such areas as the planning function, factors involved in implementing new procedures or programs, and evaluating their results and effectiveness. The questions are conceptual in approach and fundamental in level; they do not involve the manipulation of data nor the application of quantitative methods.
  3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  4. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.
  5. Budgeting (Administrators) - These questions test for a knowledge of the principles and practices used by administrators when participating in the budget process. They cover such areas as the terminology associated with the budget process and budget cycle; program and capital budgeting; estimating the costs of budget items; assigning relative priorities to budget items; determining the consequences of funding at lower levels than requested; writing budget proposals and justifications; controlling expenditures; and implementing the budget.
  6. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

Correctional Facility Program Administrator positions are management level positions located in Correction Camps, Shock Incarceration, and other small correctional facilities, and perform duties similar to those of Deputy Superintendents for Program Services 2 and 3 found in larger correctional facilities. Incumbents of these positions oversee the following program areas: Academic and Vocational Education; Guidance and Counseling Services; Alcohol and Substance Abuse Treatment (ASAT) Programs; Ministerial, Family, and Volunteer Services; Transitional Services; General and Law Library Services; and Special Subjects. You would function as a member of the facility executive team, routinely act as Officer-of-the-Day, may act in the capacity of the Facility Superintendent during his/her absence, and often represent the facility in Labor/Management meetings. You would assist in the care and confinement of inmates sentenced to the custody of the Department of Correctional Services (now known as the New York State Department of Corrections and Community Supervision)† and as such, assist in the overall operation of the facility to which you are assigned.
