Minimum Qualifications

On or before September 9, 2017, you must be a qualified employee of the New York State Department of Transportation and have had three months of permanent competitive service as follows:

For No. 37-868010: in a position allocated to G-23 or higher.

For No. 37-869010: in a position allocated to G-23 or higher.

For No. 37-870010: in a position allocated to G-27/M-2 or higher.

For No. 37-871010: in a position allocated to G-27/M-2 or higher.

For No. 37-872010: in a position allocated to G-29/M-3 or higher.

For No. 37-873010: in a position allocated to M-4 or higher.

If you were permanently appointed to a qualifying title on or before June 9, 2017, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

On or before the date of appointment, you must be a qualified employee of the New York State Department of Transportation and have had permanent competitive service as follows:

For No. 37-868010: one year in a position allocated to G-23 or higher*.

For No. 37-869010: one year in a position allocated to G-27/M-2 or two years in a position allocated to G-23 or higher*.

For No. 37-870010: one year in a position allocated to G-29/M-3 or two years in a position allocated to G-27/M-2*.

For No. 37-871010: one year in a position allocated to G-29/M-3 or higher or two years in a position allocated to G-27/M-2*.

For No. 37-872010: one year in a position allocated to M-4 or higher or two years in a position allocated to G-29/M-3*.

For No. 37-873010: one year in a position allocated to M-4 or higher*.

*In addition, you must possess a New York State Professional Engineering license with current registration for Engineering Management titles and Transportation Maintenance Engineer 1, 2, or 3, or a New York State Professional Landscape Architect license with current registration for Landscape Architecture positions. At the time of appointment to these positions, you will have to demonstrate to the Department of Transportation that you are currently registered as a Professional Engineer or Landscape Architect with New York State. If you are not registered at that time, your name will be inactivated and you will NOT be certified for appointment until you renew your registration and send a copy of it to the NYS Department of Civil Service, Albany, NY 12239, Attn: S2SEH. Continued employment in a position requiring either a Professional Engineer license or Professional Landscape Architect license is dependent upon maintaining New York State licensure and registration. Failure to maintain the required license with current registration may result in action being taken to remove you from the position.

1. Effectively interacting with others - These questions test candidates' knowledge of techniques used to interact effectively with a variety of individuals, to provide information about topics of concern, to publicize or clarify agency programs or policies, and to negotiate conflicts or resolve complaints. 2. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of correct grammar, usage, punctuation, and sentence structure. 3. Administrative principles for managers - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading organizational units; as well as the delegation of authority and responsibility. 4. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 5. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone. 6. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion. 7. Analyzing and evaluating information - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images or symbols. Analysis may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; suggesting or evaluating possible conclusions; and applying logical principles to information provided. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service

SELECTIVE CERTIFICATION: Approved applicants will have an opportunity to complete one online education and experience questionnaire that will be used for all titles on this announcement. Information provided on the questionnaire is subject to verification and may be used to qualify candidates for positions requiring specific education and experience beyond the minimum qualifications. Prior to the date of the written test, approved applicants will receive, via email, information about the process of completing the online questionnaire and when it will be available. It is very important that you provide an up-to-date email address on your application as you will receive important communication via email, including any potential opportunities to update the online education and experience questionnaire. All approved candidates are encouraged to complete the questionnaire to maximize opportunities for appointment; only candidates who complete the questionnaire and receive a passing score on the written examination will be considered for positions being filled through the use of selective certification. This questionnaire will NOT be scored and must be completed within the required time period. Final scores for the Promotion Opportunities in Transportation Management examinations are based only on the written test. Names of candidates who pass the examination, but do not complete this questionnaire, will appear on the general eligible list only.

CERTIFICATION OF ELIGIBLE LISTS: When filling vacancies, the Department of Transportation will have two options. One option is to request a general certification of the eligible list which will include all candidates, by score. Or if it is determined that specific education and experience, beyond the minimum qualifications, is required for a position, the Department of Transportation has the option to request a selective certification of the eligible list (see above). The selective certification will filter the results of the written test based on the responses to the online questionnaire. The selective certification will contain only the names of candidates who meet the specialized requirements, ranked by score. Final scores are based on the results of the written test.

Admission to Examination

Multiple Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
