Your admission notice will tell you where and when you are scheduled to appear. You cannot request a day in advance or change your scheduled day.

Minimum Qualifications

On or before March 17, 2018, you must be a qualified employee of the New York State Department of Environmental Conservation and have had permanent competitive or 55-b/55-c service as follows:

For No. 38-063: three months as an Environmental Engineering Technician 2;** OR one year as an Environmental Engineering Technician 1.***

For No. 38-064: three months as a Mineral Resources Technician 1.**

**If you were permanently appointed to a qualifying title on or before December 17, 2017, and have served continuously in this title since that date, you are eligible to file for this examination, except as noted below.

***If you were permanently appointed to the position of Environmental Engineering Technician 1 on or before April 17, 2017, and have served continuously in this title since that date, you are eligible to file for this examination.

Only the title(s) listed is qualifying for this examination(s).

Qualifying Experience for Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list except as noted below.

For Exam No. 38-063: After two years of qualifying service as an Environmental Engineering Technician 1, successful candidates will be qualified for appointment from the eligible list.


  1. These examinations are being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required one year of Qualifying Experience For Appointment From The Eligible List) and if you meet the open-competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required one year of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open-competitive eligible list.
  2. These positions require travel. At the time of appointment, you will be required to possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers
1. Understanding and interpreting topographic maps, dimensional drawings and technical information - These questions test for the ability to read and analyze topographic maps, written technical material, and various types of technical drawings, and to perform related simple computations. All the information needed to answer the questions will be provided in the topographic maps, drawings, and written material. X 
2. Collection, analysis and presentation of data, including basic statistics - These questions test for knowledge of the proper procedures and methods used to gather, evaluate, organize and utilize various types of technical data and information, and the fundamental concepts, terminology and computations involved in statistical analysis for mineral resources and other environmental studies.  X
3. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. XX
4. Terminology, equipment and practices related to oil, gas, solution mining, and underground gas storage wells - These questions test for knowledge of the practices, equipment, and terminology involved in the fields of oil, gas, and solution salt mining; and may include such areas as proper leasing and drilling procedures; production methods used; logging, perforating, hydrofracture, and injection mining practices; proper methods of well completion and plugging; and underground gas storage procedures.  X
5. Environmental and safety considerations related to oil and gas drilling, production and underground gas storage, including siting and reclamation - These questions test for knowledge of the principles and practices involved in assessing the potential environmental impacts of oil and gas drilling, production, and underground storage procedures; proper environmental oversight of these procedures; and effective regulation of siting, production, reclamation, and safe operating procedures.  X
6. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.  X
7. Interpretation of charts, graphs and tables - These questions test for the ability to read and analyze visual and numerical information presented in various types of graphic and tabular presentations, and perform related simple computations. All the information needed to answer the questions will be provided in the graphs, charts, tables, or related written material. X 
8. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.  X
9. Mathematics, including algebra and geometry - These questions test for the ability to read, analyze, and solve basic written problems involving addition, subtraction, multiplication, division, algebraic equations, and geometric concepts and figures. X 

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Mineral Resources Technician Trainee, under the direct supervision of a higher level professional technician or the supervision of a Mineral Resources Specialist, performs pre drilling and post-drilling environmentally oriented inspections of drilling sites; completes safety inspections of equipment at the well site; monitors all phases of drilling, production, and plugging operations, including casing, cementing, and stimulation to ensure adherence to rules, regulations, and special permit conditions; assists in responding to and investigating complaints; assists in compiling maps, records, reports, and related information; assists in the administration of leases for oil and gas production on state lands and audits the records of producers to ensure correctness of payments; assists in input and analysis of computer data; and assists with the processing of electronic permit application submissions for well drilling and plugging. After satisfactorily completing the one-year traineeship, you would be advanced, without further examination, to the position of Mineral Resources Technician 1, G-14, current salary $44,564. At the Mineral Resources Technician 1 level, positions may assist in the professional development of trainees.

Mineral Resources Technician 2: reviews well drilling and plugging permit applications, including electronic submissions and environmental assessment forms, and determines the need to coordinate drilling activities with other local, state, or federal agencies; performs field investigations and inspections on technically critical wells in environmentally sensitive areas, including wells over 6,000 feet deep, high pressure wells; performs basic mineral resource analyses and studies; assists in complex analyses and studies; investigates pollution incidents and prepares reports and recommendations; and assists in input and analysis of computer data. Positions at this level typically supervise lower level technicians, and participate in the training and development of lower-level staff, and in the performance of their assigned duties.

Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
