Your admission notice will tell you where and when you are scheduled to appear. You cannot request a specific date in advance or change your date once it has been assigned.|

On or before March 2, 2019, you must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as follows:
For No. 38-349: Safety and Security Officer 1 (only the title listed is qualifying for this examination).
For No. 38-194: Safety and Security Officer 2 (only the title listed is qualifying for this examination).
If you were permanently appointed to a qualifying title on or before December 2, 2018, and have served continuously in this title since that date, you are eligible to file for this examination.
Exist in the Office of Mental Health, the Office for People With Developmental Disabilities, and the Helen Hayes Hospital and Veterans? Homes of the Department of Health.
Qualifying Experience for Appointment from the Eligible List
After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.
Order of Certification
The order of certification of this eligible list will be:
- Promotion Unit ?All? eligibles
- Department ?All? eligibles
- Interdepartmental ?All? eligibles
- License Requirements: At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State. Conditional licenses are not acceptable.
- Peace Officer Requirements: Safety and Security Officers have peace officer status as authorized under Criminal Procedure Law Section 2.10 and Sections 7.25 and 13.25 of Mental Hygiene Law or Section 455 of Public Health Law. As such, they must meet the requirements for appointment to public office defined in Public Officers Law Section 3 (1) and for continued employment as required in Section 30.
- Safety and Security Officers are peace officers and must be qualified to hold such office in accordance with state law. U.S. citizenship is required. Conviction of a felony may bar appointment.
- Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will be:
- Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
- Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
and may be:
- Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.(NY Social Services Law, Section 424a.)
You will be responsible for payment of all required fees.
- Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
Subject of Examination
|There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:||For Examination Numbers|
|1. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.||X||X|
|2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.||X||X|
|3. Safety and security methods and procedures - These questions will test for knowledge of the methods and procedures utilized in safety and security. The questions will cover such areas as principles and practices of safety and security precautions in a building or grounds setting, accident prevention, proper response to safety or security related incidents, the investigation of incidents, and the inspection of buildings or grounds for potential safety and/or security problems.||X||X|
|4. Fire prevention and code requirements - These questions test for knowledge of fire prevention methods, principles, practices, and equipment according to the current New York State Fire Prevention and Building Code and the National Fire Protection Association Life Safety Code 101. The questions will cover, but may not be limited to, such areas as: automatic and other extinguishment systems, alarms, automatic smoke/fire detectors, fire hazards, inspection of buildings, and fire prevention instruction.||X||X|
|5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.||X|
|6. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.||X|
If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.
Credit for Seniority
Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service
As a Safety and Security Officer 2, you would function as a working supervisor; supervise Safety and Security Officers 1 on an assigned shift in a State facility; and patrol, inspect, and monitor buildings, grounds, and equipment to ensure the overall health and safety of individuals, employees, visitors, and property. You would schedule duty assignments; train Safety and Security Officers 1 on security techniques and requirements; assist Safety and Security Officers 1 in handling difficult safety and security issues; review incident, accident, and other safety and security reports and records prepared by Safety and Security Officers 1 for completeness, accuracy, and adherence to applicable guidelines; and provide instruction to employees and individuals on fire and safety practices and procedures.
As a Chief Safety and Security Officer, you would manage the overall operations of a safety and security department at a State facility. You would supervise all safety and security department staff, including Safety and Security Officers 1 and 2; review and approve schedules and assignments prepared by Safety and Security Officers 2; review narrative, tabular, and investigatory reports; periodically accompany officers on patrol to directly observe their performance; maintain safety equipment and records; develop, monitor, and evaluate policies and procedures; and provide guidance in disaster mitigation, preparation, response, and recovery activities.

Admission to Examination
Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day
If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination
To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
Cell Phones or Electronic/Communication Devices at the Test Site
Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
