Minimum Qualifications

On or before November 3, 2018, you must be a qualified employee of New York State and have had:

For No. 38-298: three months of permanent competitive or non-competitive (including 55-b/55-c) service in a position allocated to Grade 8 or higher; AND

Either 1. one year of experience in the field of occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention,* construction safety, or building design relating to fire codes;

Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, construction safety, or building design relating to fire codes;

Or 3. successful completion of NYS Firefighter 1 certification.

*Experience related to firefighting (paid and volunteer) is NOT qualifying.

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

For No. 38-299: three months of permanent competitive or 55-b/55-c service as an Agency Safety and Health Representative 1.

If you were permanently appointed to a qualifying title on or before August 3, 2018, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Additional Requirements: All Agency Safety and Health Representative 1 candidates who are appointed from the eligible list established as a result of this examination will be require to serve a probationary period of between 26 and 52 weeks. Agency Safety and Health Representative 1 and 2 candidates who are appointed to positions in the NYS Department of Transportation will be required to successfully complete six code courses as required by the NYS Department of State. Probationers who do not complete this coursework will be terminated for failure to successfully complete probation.

Your degree or high school diploma or equivalency diploma must have been awarded by a college, university, high school or educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. 2. In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non competitive in a qualifying title (including those serving under Section 55-b/55-c) who otherwise meet the requirements for taking this examination are eligible to compete in this promotion examination.
3. This examination is being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required one year of Qualifying Experience For Appointment From The Eligible List) and if you meet the open-competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required one year of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open-competitive eligible list.
4. Examination No. 38-298 has special minimum qualifications in addition to the usual "time in service requirement." If you are filing on the Internet, please list all pertinent information online. If you are applying using form NYS-APP, you must list all pertinent information on the application. Attach additional sheets to your application if needed. Include a description of your specialized qualifying experience and/or a list of college courses including the name of course, number of credits, school attended, and dates of attendance. Subject of Examination

1. Occupational health and safety including accident prevention and control - These questions test for knowledge of the principles and practices of occupational health and safety, and accident prevention and control, including such areas as causes of accidents, accident rates, behavior and attitudes of workers and supervisors, accident investigations and interviewing techniques, and types of accident prevention and safety programs. 2. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.	X
3. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion.	X
4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.	X	X
5. Highway work zone protection and traffic control - These questions test for knowledge of the principles and practices involved in highway work zone safety and work zone traffic control; and may include such areas as the application of safe operating procedures in highway work zones; safe use of equipment; maintaining the overall safety of workers, the traveling public, and the work environment; and the requirements of the New York State Manual of Uniform Traffic Control Devices as they apply to highway work zone safety and work zone traffic control. 6. Inspection and interviewing techniques - These questions test your ability to select the proper course of action in situations which might occur during routine inspections. Question topics may cover, but will not be limited to, such areas as interviewing, gathering information and evidence, maintaining proper attitude, and handling irregularities and violations with integrity and sound judgment. Some questions may be in a situational format while others may deal with the proper principles and practices of inspection.		X
7. Statutory and regulatory requirements relating to occupational health and safety, and building safety - These questions are designed to test the candidates' knowledge of those State and Federal laws, rules and regulations that pertain to worker safety and health practices and building safety. Questions may be drawn from, but are not limited to, the New York State Uniform Fire Prevention and Building Code, Occupational Health and Safety Administration, National Fire Protection Association, Life Safety Standards, and New York State Department of Labor safety and health regulations. 8. Fire prevention, fire inspections, and fire hazards - These questions test for a knowledge of the methods, principles, practices, and equipment of fire prevention, conducting fire inspections, and dealing with fire hazards. The questions cover such areas as the following: fire prevention campaigns; automatic and other extinguishment systems; alarms; dealing with building owners and managers; characteristics of combustible materials; recognizing proper and improper practices related to fire prevention; and codes and regulations related to fire prevention. 9. Accident prevention and control, including safety and health programs - These questions test for knowledge of the principles and practices involved in establishing and maintaining accident prevention and safety programs including such areas as safety inspections and accident investigations, employee safety training and workplace safety, identification and safe handling of hazardous substances, mitigation of unsafe conditions, and proper use of personal protection equipment. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As an Agency Safety and Health Representative 1, you would work under the direct supervision of an Agency Safety and Health Representative 2. You would be responsible for ensuring compliance with the NYS Uniform Fire Prevention and Building Code by conducting safety inspections of all region facilities, preparing reports of findings and recommended action, and conduct training. Other duties may also include assisting in the conduct of safety meetings; collecting, compiling, and analyzing data regarding personal injuries, motor vehicle accidents, workers��������� compensation, etc.; coordinating safety recognition programs; and performing a variety of related duties as required.

As an Agency Safety and Health Representative 2, under the general direction of an Agency Safety and Health Director, you would establish, organize, coordinate, conduct, and review a comprehensive health, safety, and accident prevention program. You would make extensive field visits and on-site inspections, develop and administer a safety education and training program, investigate accidents, participate in meetings and discussions with all levels of management, and administer and ensure compliance with applicable safety and health standards. You would provide direct supervision to Agency Safety and Health Representative 1 staff.

Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
