Minimum Qualifications

On or before January 19, 2019, you must have:

For No. 26-642:

Either 1. a master???s degree in transportation management, transportation systems planning, transportation planning, regional planning, urban planning, geographic information systems, geography, business administration, economics, engineering, finance, marketing, political science, public administration, public affairs, or public policy; AND one year of the experience described below;

Or 2. a bachelor???s degree in any of the above AND two years of the experience described below;

Or 3. an associate???s degree in any of the above AND four years of the experience described below;

Or 4. six years of experience directly administering, implementing, developing, or managing various types of modal or intermodal services, facilities, or operations as follows:

a. development, administration, or evaluation of federal, state, or local technical assistance, management assistance, or financial assistance programs, including FTA grants, related to modal or intermodal services;

b. policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services;

c. development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying);

d. planning, marketing, management, or operation of modal or intermodal transportation systems and services; or

e. direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.

Non-Qualifying Experience: The following are examples of types of experience that will not be considered qualifying for this examination: fleet and crew dispatching and routing; travel/tourism; route sales/delivery; product distribution/warehousing; bus/truck driver; train engineer/conductor; maintenance/mechanical staff related to buses, trucks, trains, or ships; airport, bus depot, or railway station security officer; customer survey sampling; engineering technician; occasional safety training or inspections; technician or paraprofessional-level experience; or any experience limited to the clerical processing of information, data gathering, or preparing data for analysis.

For No. 26-643: six years of professional work experience in any one or more of the following areas: management or operations of rail, commuter rail, subway, or light rail systems; design or construction of rail, commuter rail, subway, or light rail capital projects; or analysis of rail, commuter rail, subway, or light rail system organization and operations improvements.

In addition, this experience must have included at least one year of rail, commuter rail, subway, or light rail systems accident investigation and analysis.

Non-Qualifying Experience: The following are examples of types of experience that will not be considered qualifying for this examination: train engineering and conducting, related maintenance and mechanical work, dispatching, clerical and engineering technical level work.

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service.   4. Physical/Medical Requirements: For No. 26-643 Intermodal Transportation Specialist 1 (Rail Safety) only . Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. Duties

As an Intermodal Transportation Specialist 1, you would review project applications for specific non-highway transportation systems to determine sources of funding and their consistency with federal and state rules and regulations; analyze project and program accomplishments related to specific transportation system goals and objectives; provide technical advice and assistance to New York State Department of Transportation grantees for the implementation of unique programs; monitor carrier compliance with regulatory requirements and explain to carriers and shippers deficiencies and actions needed to comply with regulations; gather information for studies and plans; answer inquiries from grant recipients regarding state and federal policy; write reports about programs and activities; coordinate activities with other federal, state, and local agencies about jurisdictional matters; and supervise clerical and support staff.

As an Intermodal Transportation Specialist 1 (Rail Safety), you would provide technical assistance to carriers in the development of safety and security plans and review completed plans to ensure compliance with Public Transportation Safety Board standards, regulations, and practices within the industry; evaluate plans to determine whether they can realistically achieve safety and security goals and recommend changes as necessary; monitor, by continuous review and inspection, carriers implementation of safety and security plans; supervise track and equipment inspectors in monitoring railroad compliance with applicable federal safety standards and coordinate with the Federal Railroad Administration on enforcement actions; investigate rail, commuter rail, subway, and light rail accidents; prepare accident investigation reports; and recommend mitigation measures to avoid future accidents. In addition, you would undertake special studies on critical safety issues; conduct formal audits of system safety programs; and develop findings and recommendations.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:For Examination Nos.

1. Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.XX
2. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. XX
3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. XX
4. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.XX
5. Collection, analysis and presentation of data, including basic statistics - These questions test for knowledge of the proper procedures and methods used to gather, evaluate, organize, summarize, and utilize various types of technical data and information, and the fundamental concepts, terminology, and computations involved in statistical analysis for transportation-related planning studies. 6. Railroad and rail transit accident investigation procedures, safety oversight, and related laws, rules, regulations and industry standards -These questions test for knowledge of the operation, characteristics, and safety issues for railway-related rolling stock, tracks, switches, warning systems, and signs on track crossings, overpasses, and other structures; proper accident investigative techniques and processes; and related federal and New York State laws and policies, including employee safety, compliance standards, the NYS Public Transportation Safety Board, and the NYS Railroad Law. 7. Supervision -These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
