Minimum Qualifications

On or before June 1, 2019, you must be a qualified employee of the New York State Department of Environmental Conservation and have had three months of permanent competitive, non-competitive, or 55-b/55-c service as follows:

For No. 38-407: Construction Equipment Operator, General Mechanic, Trades Generalist, Labor Supervisor, Facility Operations Assistant 2, Maintenance Assistant, Maintenance Assistant Mechanic, Service & Repair Assistant (Motor Equipment), or Maintenance Assistant Parks.

For No. 38-408: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).

For No. 38-409: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.

For No. 38-410: Conservation Operations Supervisor 3.

Only the title or titles listed are qualifying.

If you were permanently appointed to a qualifying title on or before March 1, 2019, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Notes

  1. In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non-competitive or labor class in a qualifying title (including those serving under Section 55-b/55-c) who otherwise meet the requirements for taking this examination are eligible to compete in this promotion examination.
  2. Examinations for Conservation Operations Supervisor 1, 2, and 3 are being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required one year of Qualifying Experience For Appointment From The Eligible List) and if you meet the open competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required one year of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open-competitive eligible list.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Tools and their uses - These questions test for knowledge of the various types of tools used in environmental conservation facilities for maintenance and repair work, including the proper use of these tools. X
2. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 3. Health and safety in the workplace - These questions test for knowledge of, and the ability to apply, safety principles involved in workplace operations, including the safe use of work equipment; maintaining the overall health and safety of workers; and accident prevention in the work environment. 4. Maintenance and support of Environmental Conservation field operations - These questions test for knowledge of the methods, materials and equipment used in the construction, reconstruction and repair of park buildings, roadways and trails, flood control and drainage structures, campsites, boat launches and related facilities, including forestry terminology and techniques. 5. Technical plans, specifications and estimates, and cost accounting - These questions test for the ability to properly prepare, read and interpret technical drawings, maps and information, to calculate cost and quantity estimates, and to keep accurate records of supplies, equipment and project costs. 6. Scheduling work and equipment - These questions test for knowledge of work scheduling principles and for the ability to arrange work and equipment assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include setting up vacation and work schedules, taking into consideration such factors as seniority, work skills, duty hours and shift coverage. XX
7. Construction management, including contract preparation and administration - These questions test for knowledge of the concepts, terminology and proper procedures used in the planning, scheduling and oversight of construction and maintenance projects and contractual agreements. XX
8. Administrative supervision -These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 9. Administrative techniques and practices -These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern. 10. Principles and practices of program planning and project management -These questions test for knowledge of the principles and practices of program planning and project management and the ability to properly apply program planning and project management techniques, including the planning, scheduling, implementation, coordination, troubleshooting and evaluation of both short and long term programs and projects. X
11. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. X

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As a Conservation Operations Supervisor 1, you would be a working supervisor of one or more small crews responsible for completing a variety of tasks. These tasks include the maintenance, operation, rehabilitation, improvement, or construction of department structures and facilities; including buildings and grounds, trail and road systems, recreation facilities, environmental education centers, fish hatcheries, water access sites, state forests, wildlife management areas, or automotive maintenance centers. Duties may include the operation of a variety of power driven and self-propelled mechanical equipment.

As a Conservation Operations Supervisor 2, you would supervise several work crews at multiple locations in the repair and maintenance of agency buildings and facility infrastructure. These tasks include the maintenance, operation, rehabilitation, improvement, or construction of department structures and facilities; including buildings and grounds, trail and road systems, recreation facilities, environmental education centers, fish hatcheries, water access sites, state forests, wildlife management areas, or automotive maintenance centers. Duties may include establishing work schedules, observing work in progress, distributing equipment and materials, purchasing and maintaining inventory of supplies, maintaining cost account records, and preparing written reports. If assigned to the recreation program, you may supervise one or more campgrounds or day use facilities; participate in the recruiting, hiring, training, and evaluation of staff; or prepare, coordinate, and manage various contracts.

As a Conservation Operations Supervisor 3, you would be responsible for supervising a variety of skilled and unskilled staff and directing work in support of various department programs. Tasks include directing the maintenance, operation, rehabilitation, improvement, or construction of department structures and facilities; including buildings and grounds, trail and road systems, recreation facilities, environmental education centers, fish hatcheries, water access sites, state forests, wildlife management areas, or automotive maintenance centers. Duties may include coordinating maintenance and construction projects; supervising building management services; supervising automotive repair centers; providing oversight to operation of recreation facilities; coordinating flood emergency operations; monitoring purchases and expenditures; and preparing, coordinating, and managing various contracts.

As a Conservation Operations Supervisor 4, you would be responsible for directing a region wide operations organization consisting of personnel, equipment, and operating budgets in support of a wide variety of department field programs and activities. Tasks include developing regional work plans and budgets; directing department construction resources; directing the regional automotive equipment program including coordinating purchases of new vehicles and equipment; directing building management services; establishing adequate fiscal controls and monitoring expenditures; directing regional operations resources in response to emergency situations; consult with regional director and other program supervisors to ensure efficient delivery of services; consult with central office engineering staff on construction matters in the region; ensure program activities are compliant with state and federal requirements; and prepare, coordinate, and manage various contracts.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
