*In order to maintain adequate staffing levels in the appropriate hospitals/facilities, you may be assigned to take your test on either Saturday, March 17, 2018, or Sunday, March 18, 2018. Your admission notice will tell you where and when you are scheduled to appear. You cannot request a specific date in advance or change your date once it has been assigned.

It is important that you verify that you entered the correct examination number and title on your online or paper application prior to submitting. No late applications will be accepted after the filing deadline has passed.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before March 17, 2018, you must have:

Either 1. a high school diploma or a high school equivalency diploma (such as a GED), AND one year of direct patient care experience working with individuals diagnosed with mental illness or with emotional or social behavior problems;

Or 2. an associate's or higher level degree in a human service field;**

Or 3. an associate's or higher level degree in criminal justice;

**For the purpose of this examination, a degree in a human service field includes the professional disciplines of audiology, community mental health, nursing, nutrition, occupational therapy, physical therapy, psychology, rehabilitation counseling, social work, speech/language pathology, and therapeutic recreation (including concentrations in art, creative arts, dance, drama, music, or physical education). Also included are related academic disciplines associated with the study of human behavior (e.g., gerontology, human services, sociology, speech communication); or human skills development (e.g., counseling, education, human development). Examples of non-qualifying degrees include but are not limited to: business, liberal arts, and political science.

If you expect to meet the educational requirements by September 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2018 may result in your removal from the eligible list.

Notes

1. Your degree, college credit, high school diploma or equivalency diploma must have been awarded by a regionally accredited college or university, high school, or educational institution or one recognized by the NYS Education Department as following acceptable educational practices. If your degree, college credit, or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Albany, New York 12239. Attention: S1PEM.
2. Additional vacancies are anticipated which may include Spanish language positions. The eligible list will be used to fill those positions, and eligibles must demonstrate proficiency in the Spanish language at a level that will ensure their ability to perform properly the duties of the positions. If other language parenthetics are established, the list will also be used to fill those positions and appointees must demonstrate their language proficiency prior to appointment.
3. Depending on assignment, you may be required to possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.
4. Physical/Medical Requirements: Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. The physical/medical standards include a physical fitness test, a medical standards evaluation, and a substance abuse screening. Appointees to this position may be required to undergo periodic medical examinations to reassess their ability to perform the essential duties of the position. Eligibles will be called to the physical/medical screening in score order as needed to fill existing and anticipated vacancies.
5. Drug Testing: Prior to appointment, you will be required to participate in a drug-screening test. Failure to meet the standards may result in your disqualification.
6. Background Investigation/Justice Center Review: The names of all prospective employees will be:
   
   • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
   • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
   and may be:
   
   • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment. (NY Social Services Law, Section 424a.)
   You will be responsible for payment of all required fees.
7. Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally-assisted program), you may be terminated from your employment.
8. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
9. New York State residence is not required.

The Positions

These positions exist in secure intensive treatment units of adult, children's, and forensic psychiatric centers operated by the New York State Office of Mental Health. The nature of this position requires shift, weekend, and overtime assignments. Anticipated vacancies are located throughout the state.

Duties

As a Secure Care Treatment Aide 1, you would assist in the psychiatric treatment, rehabilitation, and care and safety of individuals diagnosed with mental illness or with emotional or social behavior problems. This may include those who are considered to be manipulative, treatment resistant, and/or dangerous to themselves and/or others. You would participate in active treatment programming and provide a safe, secure, and stable environment within which these patients can be given the intensive care and behavioral interactions needed for stabilization and treatment.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

1. Characteristics and problems of individuals with mental illness - These questions test for knowledge and understanding of the symptoms, causes, characteristics, and treatment approaches associated with mental illness.
2. First aid and basic patient care - These questions test for knowledge of first aid and basic patient care. Questions may cover such topics as blood pressure, body temperatures, respiration, and major seizure disorders; emergency first aid procedures for shock, choking, bleeding, heart attacks, and burns; use of restraints; and commonly used medications and their effects.
3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
4. Treatment for patient population - These questions test for the ability to function as part of a treatment team. Questions may cover such topics as setting long or short term goals for treatment, contributing to the treatment planning process, implementing treatment plans, assisting with anger management, managing crisis situations, and engaging individuals in activities as prescribed by treatment plans.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
