Minimum Qualifications to Participate in this Examination

For all program areas, you must be licensed and currently registered to practice psychology in New York State* AND have had one year of permanent competitive or 55-b/55-c service as an Associate Psychologist or Psychologist 2.

Notes

  1. You must submit a copy of your current New York State registration certificate to practice psychology with your application. You do NOT need to complete the back of the promotion application form. You will instead be required to complete a job-specific questionnaire (see Subject of Examination).
  2. OMH and OMRDD have an ongoing need for persons qualified for appointment to these positions. Therefore, they will accept applications at any time and will rate the experience of qualified applicants whenever additional eligibles are needed. Applications received after a rating is completed will be retained for the next rating period.
  3. Qualified candidates will have their names placed on the eligible list(s) for the examination(s) for which they applied in order of final scores, regardless of the date on which they filed or took the test. The names of qualified candidates will remain on the eligible list for two years. Appeal of ratings will not be allowed as the opportunity for retest exists.
  4. You may compete in this examination once a year.
  5. If you are eligible for appointment from both an open-competitive and a promotion list, you will only be considered for appointment from the promotion list.

The Positions

The Office of Mental Health (OMH) has approximately 300 positions of Licensed Psychologist, and the Office of Mental Retardation and Developmental Disabilities (OMRDD) has approximately 40 positions. There are also two positions in the Department of Correctional Services, two positions in the Department of Health at Helen Hayes Hospital, and one position in the Division of Parole.

In the Office of Mental Health, positions of Licensed Psychologist (Mental Health, Forensic Mental Health, and Sex Offender Assessment and Treatment) are located in adult, forensic, or children's facilities of OMH, inpatient or outpatient units, Mental Health Satellite Units located in the Department of Correctional Services facilities statewide, or in an administrative bureau within OMH Central Office.

Licensed Psychologist - Mental Retardation and Developmental Disabilities positions are located in the facilities and community-based programs of OMRDD Developmental Disabilities Services Offices (DDSO) statewide. Positions filled from the eligible list for Licensed Psychologist - Forensic are located in OMRDD Designated Secure Facilities at the Sunmount DDSO (Tupper Lake), Finger Lakes DDSO (Rochester), Valley Ridge DDSO (Norwich), and Brooklyn DDSO.

Subject of Examination

If, upon review of your application, you meet the "Minimum Qualifications," you will be mailed a supplemental questionnaire which you must complete and return. Your education and experience as presented in the questionnaire will be evaluated against the general background of the position(s) and the specific program areas Mental Health, Forensic Mental Health, Sex Offender Assessment and Treatment, Mental Retardation and Developmental Disabilities, and Forensic. Your responses to the questionnaire will be the basis for your final score for each examination/program area for which you applied.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof) excluding the first year of service.

Other Accommodation

Individuals who apply to take an in-person Civil Service examination and who wish to request an exemption to the Department's COVID-19 vaccination/testing policy due to a medical reason or sincerely held religious belief, practice, or observance, must check the box on the application under "Other Accommodations" and will be required to provide appropriate documentation. Candidates granted an exemption will be offered the opportunity to take the examination via Remote Proctoring - a secure, web-based test delivery method that uses professional test proctors and technology to monitor applicants using a web camera as they complete an examination.

New York State Residence Is Not Required For Most Positions

However, you must be eligible for employment in the United States.

Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.

Continuous Recruitment/Eligible Lists

Candidates who meet the qualifications and pass this examination will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed or took the test. Generally, the names of qualified candidates will remain on the eligible list for two years. Appeal of ratings will not be allowed as the opportunity for retest exists. The Department of Civil Service reserves the right to terminate this special recruitment program.
