Please be advised that effective December 1, 2021 the New York State Department of Civil Service will have a mandatory COVID-19 vaccination/testing policy for in-person examinations administered at a New York State test center. Due to current testing space limitations, candidates may need to travel to one of the following test sites to take this examination: Albany, Buffalo, Nyack, Port Jefferson, Poughkeepsie, Syracuse, and an additional downstate location. Candidates will be notified of their test site location on their admission notice.

Minimum Qualifications

On or before May 14, 2022, you must be a qualified employee of the New York State Department of Transportation and have had two months of permanent competitive or 55-b/55-c service as:

For No. 38-772: in a position allocated to G-23 or higher.

For No. 38-773: in a position allocated to G-23 or higher.

For No. 38-774: in a position allocated to G-27/M-2 or higher.

For No. 38-775: in a position allocated to G-27/M-2 or higher.

For No. 38-776: in a position allocated to G-29/M-3 or higher.

For No. 38-777: in a position allocated to M-4 or higher.

If you were permanently appointed to a qualifying title on or before March 14, 2022, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List:

On or before the date of appointment, you must be a qualified employee of the New York State Department of Transportation and have had permanent competitive service as follows:

For No. 38-772: one year in a position allocated to G-23 or higher*.

For No. 38-773: one year in a position allocated to G-27/M-2 or two years in a position allocated to G-23 or higher*.

For No. 38-774: one year in a position allocated to G-29/M-3 or two years in a position allocated to G-27/M-2*.

For No. 38-775: one year in a position allocated to G-29/M-3 or higher or two years in a position allocated to G-27/M-2*.

For No. 38-776: one year in a position allocated to M-4 or higher or two years in a position allocated to G-29/M-3*.

For No. 38-777: one year in a position allocated to M-4 or higher*.

*In addition, you must possess a New York State Professional Engineering license with current registration for Engineering Management titles and Transportation Maintenance Engineer 1, 2, or 3, or a New York State Professional Landscape Architect license with current registration for Landscape Architect positions. At the time of appointment to these positions, you will have to demonstrate to the Department of Transportation that you are currently registered as a Professional Engineer or Landscape Architect with New York State. If you are not registered at that time you will NOT be certified for appointment to a position requiring licensure until you renew your registration and send a copy to the NYS Department of Transportation Human Resources Office at HR-Personnel@dot.ny.gov. Continued employment in a position requiring either a Professional Engineer license or Professional Landscape Architect license is dependent upon maintaining New York State licensure and registration. Failure to maintain the required license with current registration may result in action being taken to remove you from the position.

Subject of Examination

To be considered for appointment, you must pass the written test. The written test evaluates your knowledge, skills, and/or abilities in the following areas:

1. Effectively interacting with others - These questions test candidates' knowledge of techniques used to interact effectively with a variety of individuals, to provide information about topics of concern, to publicize or clarify agency programs or policies, and to negotiate conflicts or resolve complaints. 2. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly. XXXXXX
3. Administrative principles for managers - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading organizational units; as well as the delegation of authority and responsibility. 4. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 5. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone. XX
6. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion. XX
7. Analyzing and evaluating information - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images or symbols. This may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; suggesting or evaluating possible conclusions; and applying logical principles to information provided. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Your final score on the eligible list will be determined after adding any wartime Veterans' credits.

Credit for Seniority: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Selective Certification of the Eligible List: All candidates who meet the minimum qualifications and pass the examination will have their names included on the general eligible list.

Agencies will have two options to fill vacancies from the eligible list. One option will be a certification of the general eligible list.

Or, if it is determined that specific education and experience beyond the minimum qualifications are required for a position, agencies can utilize a selective certification of the eligible list. A selective certification filters the general eligible list by the specific education and experience required for the position based upon eligible candidates' education and experience as indicated on a supplemental online skills inventory questionnaire. A selective certification will contain only the names of eligible candidates who meet the specialized requirements.

Candidates can complete an online skills inventory questionnaire to report their relevant education and experience in order to qualify for positions filled through selective certification. The online skills inventory questionnaire is NOT SCORED and is subject to verification by the hiring agency. Names of candidates who pass the examination, but do not complete the online skills inventory questionnaire, will appear only on the general eligible list and will not be considered for positions filled through the selective certification process.

Candidates will receive additional information about the online skills inventory process via email.

Selective Certification Update Policy: Qualified candidates may submit an update to their online skills inventory questionnaire as frequently as every year, during the questionnaire open update period.

Note: The Department of Civil Service may administer tests either online or with paper booklets and answer sheets. Online tests may be administered using Remote Proctoring. The announcement will indicate if remote proctoring is being offered. Information on remote proctoring is available on our website at:www.cs.ny.gov/testing/remote-proctoring.cfm.

Admission to the Test: If approved, you will receive an admission notice which will indicate your assigned test date and the way your test will be administered. Your test may be administered with paper and pencil, online at a state test site using a State-provided Chromebook, or online at home on your personal equipment using Remote Proctoring Software. You cannot request to change your scheduled day or request a specific type of test administration.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment. It will be important for you to keep your email address, phone number, and mailing address current by logging into https://www.cs.ny.gov/home/myaccount.

Other Accommodation

Individuals who apply to take an in-person Civil Service examination and who wish to request an exemption to the Department's COVID-19 vaccination/testing policy due to a medical reason or sincerely held religious belief, practice, or observance, must check the box on the application under "Other Accommodations" and will be required to provide appropriate documentation. Candidates granted an exemption will be offered the opportunity to take the examination via Remote Proctoring - a secure, web-based test delivery method that uses professional test proctors and technology to monitor applicants using a web camera as they complete an examination.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.
