Minimum Qualifications

On or before January 19, 2019, you must be a qualified employee of the New York State Department of Transportation and have had three months of permanent competitive or 55-b/55-c service as a:

For Nos. 38-334 & 38-335: Motor Carrier Investigator, Motor Vehicle Inspector, or Motor Vehicle Inspector (Spanish Language).

For No. 38-336: Railroad Inspector(Motive Power and Equipment), Railroad Inspector (Track), Railroad Inspector (Operating Practice), Railroad Inspector (Hazardous Materials), Railroad Equipment Inspector, or Railroad Track and Structure Inspector.

Only the title(s) listed is qualifying for this examination(s).

If you were permanently appointed to a qualifying title on or before October 19, 2018, and have served continuously in this title since that date, you are eligible to file for this examination.

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST:

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

NOTES:

1. Examination No. 38-336 Intermodal Transportation Specialist 1 (Rail Safety), is being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required one year of Qualifying Experience For Appointment From The Eligible List) and if you meet the open-competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required one year of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open-competitive eligible list.
2. Physical/Medical Requirements: For No. 38-335 Intermodal Transportation Specialist 1 (Motor Carrier Safety) and No. 38 336 Intermodal Transportation Specialist 1 (Rail Safety) only. Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:	For Examination Numbers

1. Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.	X	X	X
2. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.	X	X	X
3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.	X	X	X
4. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. Commercial bus accident investigation procedures, safe driving practices, and the System Safety Program Plan - These questions test for knowledge of the System Safety Program Plan; safe operating procedures for large vehicles; and the principles and practices involved in the investigation of accidents involving commercial buses and/or public and private transit vehicles. Commercial truck and bus accident investigative procedures, safe driving practices, and motor carrier safety laws, rules and regulations - These questions test for knowledge of safety inspections and safe operating procedures for large commercial vehicles; the principles and practices involved in the investigation of accidents of trucks and/or buses; and federal and New York State laws, regulations, policies, and procedures governing the motor carrier industry, and whom and what they carry. 7. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. Railroad and rail transit accident investigation procedures, safety oversight, and related laws, rules, regulations and industry standards - These questions test for knowledge of the operation, characteristics, and safety issues for railway-related rolling stock, tracks, switches, warning systems, and signs on track crossings, overpasses, and other structures; proper accident investigative techniques and processes; and related federal and New York State laws and policies, including employee safety, compliance standards, the NYS Public Transportation Safety Board, and the NYS Railroad Law. CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As an Intermodal Transportation Specialist 1 (Bus System Safety), you would oversee bus system safety programs of public authorities, municipal and/or privately-owned bus transportation systems. You would investigate bus accidents, conduct safety site visits and audits, collect and analyze data, and make recommendations on procedures to avoid future accidents. You would also provide bus accident investigation training for bus properties.

As an Intermodal Transportation Specialist 1 (Motor Carrier Safety), you would review for compliance with state, federal, and industry safety standards; implement truck and bus inspection and auditing programs; and design and implement safety programs. They supervise Motor Vehicle Inspectors and Motor Carrier Investigators.

As an Intermodal Transportation Specialist 1 (Rail Safety), you would provide technical assistance to carriers in the development of safety and security plans and review completed plans to ensure compliance with Public Transportation Safety Board standards, regulations, and practices within the industry; evaluate plans to determine whether they can realistically achieve safety and security goals and recommend changes as necessary; monitor, by continuous review and inspection, carriers implementation of safety and security plans; supervise track and equipment inspectors in monitoring railroad compliance with applicable federal safety standards and coordinate with the Federal Railroad Administration on enforcement actions; investigate rail, commuter rail, subway, and light rail accidents; prepare accident investigation reports; and recommend mitigation measures to avoid future accidents. In addition, you would undertake special studies on critical safety issues; conduct formal audits of system safety programs; and develop findings and recommendations.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
