Minimum Qualifications

On or before January 19, 2019, you must be a qualified employee of the New York State Department of Health and have had one month of permanent competitive or 55-b/55-c service as follows:

For No. 38-368: Medicaid Eligibility Examiner Trainee, Medicaid Eligibility Examiner Trainee (Spanish Language), Medicaid Eligibility Examiner 1, or Medicaid Eligibility Examiner 1 (Spanish Language).

For No. 38-369: Medicaid Eligibility Examiner 2, Medicaid Eligibility Examiner 2 (Spanish Language), or Medicaid Claims Examiner 2.

For No. 38-370: Medicaid Eligibility Examiner 3 or Medicaid Claims Examiner 3.

Only the title(s) listed is qualifying for this examination(s).

If you were permanently appointed to a qualifying title on or before December 19, 2018, and have served continuously in this title since that date, you are eligible to file for this examination. If you receive an initial qualifying appointment between December 5, 2018, and December 19, 2018, your application can be submitted by contacting the Department of Civil Service at (518) 473-8193. Late applications will not be accepted from candidates who receive a qualifying appointment prior to December 5, 2018.

Qualifying Experience for Appointment from the Eligible List

After one year of journey level service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Note

The Medicaid Eligibility Examiner 2, 3, and 4 eligible lists will be used to fill all Medicaid Eligibility Examiner Spanish language positions. You will inform the Department of Health of your specific language proficiencies upon receiving a canvass letter. Before you can be offered an appointment, you will be required to pass a performance test to demonstrate your language proficiency.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. XX 
2. Public contact principles and practices - These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice, and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency. 3. Laws, rules, and regulations related to Medicaid - These questions test for the ability to understand and apply laws, rules, and regulations related to Medicaid in effect on October 1, 2018. All questions in this subtest area will be based on the laws, rules, and regulations contained in a Medicaid Study Guide developed by the NYS Department of Civil Service. This study guide will be available approximately 30 days before the test date at http://www.cs.ny.gov/testing/statetestguides.cfm. A copy of the Study Guide will also be given to you at the test; do NOT bring your own copy of the Study Guide to the test site. XXX
4. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 5. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion.  XX
6. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.  XX
7. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly.   X

Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.   X

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As a Medicaid Eligibility Examiner 2, you would perform duties related to the New York State Medicaid Program and other public health insurance programs within the Department of Health. You would develop and review eligibility scenarios to test new computer applications and systems. You would process basic and more complex eligibility applications and address specific concerns for resolution of more complex applications that require interpretation of policies and procedures or additional investigation. You would supervise subordinate staff, plan and conduct staff training in response to revised regulations or procedures, schedule work, and monitor workload and quality assurance of work completed by staff. You may serve as a paraprofessional and provide expertise and support to professional positions in staff bureaus regarding policy, operations, benefits, services, and eligibility for Medicaid and other public health insurance programs.

As a Medicaid Eligibility Examiner 3, you would serve as a working, second level supervisor of a group of paraprofessional and/or support staff that perform a variety of duties related to determining eligibility and processing applications for Medicaid and/or public health insurance. You would interact with consumers and advocates as issues arise surrounding various public health insurance programs, make eligibility determinations and process applications for public health insurance in difficult and/or special cases, demonstrate job functions for staff, and assist in the delivery of training.

As a Medicaid Eligibility Examiner 4, you would serve as a manager and administer and direct multiple public health insurance eligibility enrollment functions or a large program; ensure adherence to laws, rules, and regulations as well as analyze and interpret State and federal legislation; make recommendations regarding eligibility laws, rules and regulations, and interpret and communicate State and federal laws and codes to implement policies and procedures; ensure efficient program implementation and consistent and correct application of eligibility guidelines; review the most difficult or problematic applications and renewals; communicate program changes to subordinates and ensure changes are incorporated accurately; and participate in the planning, development, arrangement, and provision of staff training.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. If you have not received your notice to appear for the written test three days before the date of the test, email us at AdmissionNotices@cs.ny.gov. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
