.211 Agencies have wide latitude in making permanent appointents
to exempt class positions. Because of the nature of exempt positions,
no minimum qualifications are established for them nor are appointees
required to pass any test.
.212 Exempt class employees do not have any layoff or preferred
list rights. The only impediment to filling an exempt class position
is the existence of a budget freeze. It should be remembered,
however, that the filling of any exempt class position requires
the approval of the Director of the Budget.
