SUBJECT: Section 70.1 Transfer Determinations Among Clerical, Secretarial, Keyboarding and Office Aide Titles, Grades 4-15
THIS BULLETIN REPLACES POLICY BULLETIN #94-02 ISSUED OCTOBER 14, 1994 WHICH ANNOUNCED EXPANDED OPPORTUNITIES FOR TRANSFER AMONG CLERICAL, SECRETARIAL AND OFFICE AIDE TITLES IN GRADES 11-15.

The Department is pleased to announce additional Section 70.1 transfer opportunities among clerical, secretarial and keyboarding titles, grade 4 through grade 15. These additional determinations are intended to address the need for greater flexibility in deployment and redeployment of the workforce and to provide additional career opportunities. A comprehensive review of qualifications, duties and tests for all these titles have determined that transfer pursuant to Civil Service Law Section 70.1 is appropriate among most of the titles grade 4-15 listed below on the attached pages, subject to the usual transfer criteria:

  1. Nominees must have served permanently in an appropriate title or titles for one year, and
  2. the titles must be within two salary grades, and
  3. nominees must possess any required special credentials, and
  4. consecutive transfers cannot result in more than a two-salary grade advancement.

The listing includes all the titles covered by these transfer determinatons. Further refinements include:

  • Titles requiring keyboarding skills proficiency or special requirements
    -- indicated by *.
  • Titles to which transfer is not appropriate from an entry level title
    -- indicated by +.
  • Entry level titles
    -- indicated by "1".

When making a transfer to a secretarial/keyboarding title, the agency must attest on the payroll form that the nominee possesses adequate keyboarding skills, i.e., ability to type 35 words per minute corrected, as demonstrated by passing the Keyboard Specialist performance test or by prior service in a keyboarding title. Where the title requires special credentials or additional qualifications such as educational degrees, specialized course work or related substitutions, the agency must attest on the payroll form that the nominee meets the additional requirements.

There are ten second level clerical titles designated with a plus (+). Transfer to these titles from an entry level clerical title designated by a one (1) is not considered appropriate since second level titles generally involve some level of first line supervision and the tests and qualifications for entry level titles are not considered comparable to second level titles.The mechanism for moving from entry level positions to these second level titles is through the examination process.

The transfer listing below attached to this bulletin includes current titles in grades 11-15, which were determined to be appropriate for transfer in 1994, as well as additional titles now being declared appropriate for transfer in the salary grade range 4-15.
