SUBJECT: Revision to Beginning Date of Viet Nam Conflict

 

This Advisory Memorandum amends the dates of the Viet Nam Conflict, as published in State Personnel Management Manual Advisory Memorandum #04-03. Please annotate the section “Eligibility for Veterans’ and Disabled Veterans Benefits” [definitions of ‘time of war’ (page 6]) in Advisory Memorandum #04-03 to reflect the change below.

Section (1) of Chapter 179 of the Laws of 2006 amends subparagraph (4) of paragraph (c) of subdivision (1) of section 85 of the Civil Service Law to revise the starting date of the Vietnam Conflict for merit system benefits to February 28, 1961. Qualifications for service remain unchanged. This change is effective immediately.

Previous to adoption of this statute, the starting date of the Vietnam Conflict under NYS Civil Service Law had been December 22, 1961.
