CHANGE IN DECLINATION POLICY - AGENCY REDUCTION TRANSFER LISTS

Effective June 12, 1996 we changed our declination policy on Agency Reduction Transfer Lists. Eligibles certified prior to that date could decline and only be removed for that title, agency and location. Eligibles certified after that date will have their names removed in a similar manner as for other types of reemployment lists.

Please make a note on page 2 of Policy Bulletin #96-05 in this section, under the paragraph headed: "Effect of Appointments and Declinations" that this information has been changed, and to refer to this bulletin.

Enclosed (with copies of this bulletin being sent to Personnel/OHRM offices only) are new master ARTL canvass letters, and the letters agencies must use to confirm declinations. See the dates on these forms, "REVISED 6/96." You should no longer use the 4/96 or 5/96 copies.

[However, see Policy Bulletin 00-01 in 1600 which replaced all canvass letters and confirmations of declinations]

The declination policy is now as follows:

"If you decline permanent/contingent permanent appointment...

to a same grade level position

in the same county in which you are currently employed, your name will be inactivated for all titles and counties

in a different county from which you are currently employed, your name will be inactivated for all titles in that county

to a lower grade position

in the same county in which you are currently employed, your name will be inactivated for all titles at that level and below for all counties

in a different county from that in which you are currently employed, your name will be inactivated for all titles at that grade level and below in all counties within the area, except your current county (See the booklet "Information for State Employees Affected by Layoff" for area designations.)."

Please be sure any staff who are interviewing ARTL eligibles are aware of this important change.
