Job Description

As a Pharmacy Consultant, you may participate in health care surveillance through on site inspections of hospitals, clinics, nursing homes, and other health care facilities as part of a survey team to ensure quality and appropriateness of care. You may analyze prescription data to detect diversion of controlled substances; provide pharmacological research and consultation on special projects relating to drugs, pharmacy, and public health concerns; and serve as a liaison between state and federal agencies with regard to controlled substance scheduling. You may provide presentations, as well as written and verbal responses, to healthcare professionals regarding prescription controlled substance laws and regulations; as well as assist in the development of controlled substance policies, regulations and laws. You may assist in the development of clinical criteria for drug utilization review programs; perform clinical reviews of medication histories for retrospective therapeutic drug monitoring programs; conduct reviews to identify aberrant utilization patterns or cases and intervene when warranted; assist in the direction of contractor's pharmacy staff; and assist in the development and implementation of program legislative and policy changes impacting EPIC drug coverage. Pharmacy Consultants may also develop, implement and evaluate Medicaid pharmacy legislative and regulatory changes, policies and programs; interpret Medicaid payment rules, regulations and policies; access and report on utilization and appropriateness of pharmacy services by Medicaid enrollees; monitor dispensing patterns by providers and the quality of pharmacy services provided. You may assist in the systems management and maintenance of the Medicaid drug formulary files; analyze and report on clinical issues and best practices; and participate in Medicaid drug rebate activities including dispute resolution. Pharmacy Consultants may serve on audit and investigative teams conducting on-site evaluations of pharmacies and perform investigations or audits of pharmacy Medicaid providers for potential overpayment, fraud, waste or abuse.

Minimum Qualifications

You must meet the requirements below to qualify for this title.

You must possess a license and current registration to practice pharmacy in New York State, and two years of post-licensure experience.

  • The Omnibus Budget Reconciliation Act of 1987 mandates that surveyors of health facilities complete a training and testing program. The US Department of Health and Human Services has developed the Surveyor Minimum Qualifications Test (SMQT) in response to this mandate.
