All salary grades for trainees titles are non-statutory (NS) equated to the salary grade identified. These grade equations apply to the starting salaries in their respective salary schedule for the traineeship levels.

Job Description

Investment Officers assist in analyzing investment offerings by reviewing proposals; ensure proposals are in compliance with investment laws, rules, and regulations; assists in the purchase and sale of investments by canvassing dealers and brokers to obtain quotes; make recommendations and arranges and authorizes purchases and sales of short and long-term investments; screen new investment proposals to evaluate consistency with program; collects and maintains data relating to investment transactions and prepares reports; assist in researching and recommending new investments, strategies, policies and procedures; conduct economic research related to market conditions and investments; analyzes cash flow requirements to determine money available for short-term investments; analyzes the recommendations of investment advisors and recommends investment strategies and particular investments; prepare and review reports of investments to analyze investment and dealer performance and adherence to investment goals and requirements; maintain active list of eligible brokers; and maintain and prepare records and reports of work activities.

Trainees will receive a combination of structured training, on-the-job training, and/or practical job performance to gain the knowledge and experience necessary to function at the full performance level.

Minimum Qualifications

You must meet the requirements below to qualify for this title.

Either 1. A bachelor's degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance OR

2. A Chartered Financial Analyst (CFA).

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.

For Trainee 2 you must also have:

Either 1. One year of professional experience in investments or cash management OR

2. A master's or higher degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance OR

3. A Chartered Financial Analyst (CFA).

For the Full Performance Level you must also have:

Either 1. A bachelor's degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance AND two years of professional experience in investments or cash management OR

2. A master's or higher degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance AND one year of professional experience in investments or cash management OR

3. A Chartered Financial Analyst (CFA) AND one year of professional experience in investments or cash management.

Investment experience involves the purchase and sale of securities, controlling and recording investment transactions with brokers, and reconciling monies and securities in a portfolio of at least $1 billion with a large public or private sector institution.

Cash management refers to the collection, disbursement, and investment of cash in an organization while maintaining the company's liquidity. Examples include assessing market liquidity, cash flow, investments, and overseeing money market funds and treasury bills in a portfolio of at least $500 million with a large public or private sector institution.
