Job Description

Human Resources Specialists 1 (Attendance and Leave) serve as a subject matter experts in the areas of attendance, leave, and employee relations to various parties, responding to a variety of related inquiries.  Employees further will use this expertise to advise and inform labor negotiations, on related issues.  These positions are located in the Department of Civil Service.

Trainees will receive a combination of structured training, on-the-job training, and/or practical job performance to gain the knowledge and experience necessary to function at the full performance level.

Appointment Information

Most employees will be appointed to the Trainee 1 job title. Appointments to this job title require a two-year traineeship that starts at the Trainee 1, G-13, and advances, after one year of acceptable performance, to Trainee 2, G-14. After one year of acceptable performance as a Trainee 2, employees advance to the Human Resources Specialist 1 (Attendance & Leave), G-18, job title described above. No further Civil Service examination is required for advancement from Trainee 1 to Trainee 2, or from Trainee 2 to the Human Resources Specialist 1 (Attendance & Leave).

Advanced Placement Appointments - For most trainee titles, employees may be able to be appointed directly to the Trainee 2 level or to the Human Resources Specialist 1 (Attendance & Leave)title if they meet certain qualifications. This is known as advanced placement and is at the discretion of the hiring agency. The 2019 PCO will be open for application from January 18, 2019. To apply for the examination for this PCO Generalist Job Title you must apply for the PCO examination by February 20, 2019 and take the PCO written test in April of 2019.
