ISSUE:

Temporary employment during the preferred list coverage period.

Background:

The Client Services Unit has asked for guidance in determining the continued preferred list eligibility of an employee who is reemployed for a short period and is subsequently terminated. At issue is whether PLS coverage should terminate upon temporary employment and be reactivated when employment ends or whether PLS coverage should continue during the period of temporary employment. The contracts state that PLS coverage will terminate when the enrollee is rehired by the State or hired by another employer.

Policy:

When temporary employment occurs during the preferred list period, PLS coverage will be terminated if the person is eligible to enroll for coverage as an active employee. When the temporary employment ends, PLS coverage will be reinstated for the remainder (if any) of the original one-year period. If the employee does not meet the eligibility requirements for coverage as an active employee, PLS coverage will continue during the period of temporary employment.
