Subject: Dependent Survivor Premium Rates

PURPOSE:

Confirm dependent survivors of unrepresented NYS employees are eligible for NYSHIP coverage at the same rate as other dependent survivors of New York State employees.

BACKGROUND

Section 165-a of Civil Service Law contains a provision that permits dependent survivors to continue NYSHIP coverage by paying 10 percent of the total cost of individual coverage and 25 percent of the total cost of family coverage for the same health insurance coverage as an active employee. For the survivor to be eligible for this benefit, the employee must have had ten years of service and be within ten years of retirement age.

POLICY

Extend the reduced premium provisions of the negotiated agreements to survivors of unrepresented NYS employees. Permit survivors of unrepresented State employees to pay the same rates paid by survivors of other groups when the employee had at least ten years of service and was within ten years of retirement age. Survivors of unrepresented employees who had ten years of service but were not within ten years of retirement age may continue NYSHIP coverage as permitted by Civil Service Law, but must pay the full share premium.
