ISSUE:
Determine if an agency participating in NYSHIP may offer another indemnity plan as an alternative to the Empire Plan.
Background:
An agency seeking to save money inquired as to whether they could also offer another indemnity plan in addition to the Empire Plan. They wanted to offer a plan with lesser benefits than the Empire Plan. While it has been our past practice to deny such requests, no written policy is available.
Policy:
Agencies participating in NYSHIP may only offer one indemnity plan, the Empire Plan, to any class of employees covered by NYSHIP.
