ISSUE:

Changing the age at which Tier IV members of the retirement systems and TIAA-CREF can retire and be eligible to continue health insurance coverage in retirement.

Background:

The laws affecting the retirement age of all four tiers of the State and Local Employees Retirement System and the Teachers Retirement System have been changed to allow retirement at age 55. TIAA-CREF members can retire at any age, but the health insurance retirement age for its members has been tied by the President's Regulations to the equivalent tier retirement age in the retirement systems.

Policy:

The age requirement for meeting the health insurance eligibility requirements to continue coverage in retirement for all tiers of the Teachers' Retirement System and the State and Local Employees Retirement System is changed to age 55. Members of TIAA-CREF may now also receive retiree health insurance at age 55.
