The Empire Plan is a unique health insurance plan designed especially for public employees in New York State. Empire Plan benefits include inpatient and outpatient hospital coverage, medical/surgical coverage, Centers of Excellence for transplants, infertility and cancer, home care services, equipment and supplies, mental health and substance abuse coverage and prescription drug coverage.

Publications

NYSHIP mails program information directly to enrollees through a variety of publications.

  • The Empire Plan At A Glance gives enrollees a handy summary of their benefits.
  • The Empire Plan Report announces benefit changes, program enhancements and updates to the General Information Book and Certificate of Insurance. It also provides important reminders.
  • Medicare and NYSHIP overviews how Medicare and NYSHIP work together to provide enrollees full coverage after age 65. It also outlines important enrollee requirements for continued coverage.
  • The Reporting On series highlights important features of The Empire Plan to help enrollees better understand their plan benefits.
  • The Empire Plan Formulary Drug Lists identify covered prescription drugs, any required copayments or prior authorizations, and which drugs are on specialty pharmacy or excluded drug lists.
  • Topic-specific health care informational flyers are mailed to Participating Agencies and their enrollees. These publications help enrollees maximize their Empire Plan benefits.
